In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Agreement Respecting the Provision of Financial Assistance for IRCA

This project will provide funding to BC Legal Aid over four years, to prepare Impact of Race and Culture Assessments (IRCAs) for qualified legal aid clients in the province of BC. IRCAs are pre-sentencing reports that assist courts in considering the effect that racism and other unique circumstances experienced by members of Black, and potentially other racialized communities, have contributed to their contact with the criminal justice system.

The project will provide funding to support the successful organization of Arctic 360’s Annual Conference: “Tilting the Globe: Accelerating Cooperation, Innovation and Opportunity”, in Toronto, February 21-23, 2023. This includes expenses such as venue rental, catering, audio-visual services and conference promotion.
The project will also include hosting a Young Entrepreneurs Lunchtime Fireside Chat at which conference attendees will benefit from engaging with young Northern and Indigenous entrepreneurs and students as they share why they are interested in business and economic development, what challenges they have faced and how some of the barriers to entry, expansion and success can be removed so that they and other entrepreneurs can develop and grow the much needed business sector in northern regions.

InspireSAT Constellations On-Demand: Direct Commercialization through 12U ADCS MVP

The recent reduction in launch costs has opened up potential for cost-efficient, high-performance, rapidly-deployable low Earth orbit (LEO) constellations. StarSpec Technologies specializes in high-precision high-accuracy Attitude Determination and Control Systems which are critical to the advancement of scientific, commercial, and military applications in space. StarSpec is directly addressing burgeoning demands in this sector through its InspireSAT Constellations On-Demand Initiative. This technology and related industrial capabilities will enable rapidly-deployable, high-precision and high-accuracy 12U to SmallSat class constellations uniquely suitable for next-generation sustainable applications in high-resolution Earth-imaging/Synthetic Aperture RADAR (SAR), Space Situational Awareness (SSA)/ Space Domain Awareness (SDA), military surveillance, and research.
This project will enable rapid commercial access to LEO while fostering growth through training of a critical mass of highly qualified personnel (HQP), thereby increasing Canadian space technologies prevalence and market share. StarSpec has received significant interest in this technology from Universities to collaborate on their projects, and is continuing to gain solid traction from the commercial sector.
