In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Support to Arctic 360 Conference 2023

The project will provide funding to support the successful organization of Arctic 360’s Annual Conference: “Tilting the Globe: Accelerating Cooperation, Innovation and Opportunity”, in Toronto, February 21-23, 2023. This includes expenses such as venue rental, catering, audio-visual services and conference promotion.
The project will also include hosting a Young Entrepreneurs Lunchtime Fireside Chat at which conference attendees will benefit from engaging with young Northern and Indigenous entrepreneurs and students as they share why they are interested in business and economic development, what challenges they have faced and how some of the barriers to entry, expansion and success can be removed so that they and other entrepreneurs can develop and grow the much needed business sector in northern regions.

Reinforced Investigation and Response to Emerging Viral Pathogens of Security Concern

This project supports a collaboration with Canada’s National Microbiology Laboratory to reduce risks and threats posed by emerging infectious zoonotic diseases in the Lao People's Democratic Republic and globally. Project activities include: (1) establishing a biosafety office within the Institut Pasteur du Laos; (2) delivering training and mentoring of Laotian scientists; (3) developing an inventory of previously undiscovered animal-borne viruses of security concern; (4) developing a database of zoonotic viruses with pandemic potential; and (5) publishing research papers on the risks and conditions that enable the interspecies transmission of zoonotic viruses.

The Feminist Innovation in M&E (FIME) Project

Since its creation in 2019, the Global Evaluation Initiative (GEI) works to support countries as they build and strengthen their monitoring and evaluation eco-systems. The GEI’s overall approach is to play an implementation and support role and ensure that countries lead and own their systems strengthening processes and their outcomes. GEI and partners work in 24 priority countries around the world, with an emphasis on Africa, South and East Asia, and South and Central America. As part of the GEI, Global Affairs Canada aims to support a 3-year “Feminist Innovation in monitoring and evaluation” (FIME) Project. The FIME project seeks to capitalize on the GEI’s current strategic alliances, its ongoing engagement with various implementing and associate partners, and on its experience in addressing gender issues in monitoring and evaluation capacity building programs globally. In particular, the following activities are proposed with the intention of optimizing limited resources, setting realistic goals, and producing concrete results. This aims to ultimately strengthen GEI’s overall products and services. The work is undertaken through 3 main components:
- Component 1: Bringing gender-transformative practices to the GEI Network
- Component 2: Foster and share innovation in gender-transformative monitoring and evaluation practices
- Component 3: Facilitating access to feminist products, tools and professionals
