In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Empowering adolescent girls in Ghana

Project activities include: (1) building the capacity of adolescent girls to exercise their rights and demand services related to their sexual and reproductive health; (2) engaging men, boys, and communities to support gender equality and the rights of adolescent girls; (3) ensuring the availability of commodities and supplies in local health facilities; (4) building the capacity of service providers at multiple levels to ensure availability of quality services related to gender-based prevention and response, social protection, and social justice; (5) addressing policy implementation, regulatory and accountability bottlenecks; (6) strengthening the capacity of institutions and regulatory bodies to coordinate and standardize delivery of quality services; and (7) encouraging meaningful participation of young people to demand accountability.

Specifically, the project will focus on 4 main activity areas. (1) Purchase and install way-finding signage in key locations of existing trail systems and develop self-guided maps and itineraries aimed at cyclists that elevates the visitor experience and encourages extended visits. (2) Develop and promote self-guided tours in conjunction with motorcycle and car clubs to encourage visits to regional assets. (3) Develop and promote digitized self-guided tours for regional assets, heritage sites and cultural attractions aimed at visitors and residents. (4) Coordinate with cities and municipalities within Waterloo Region to develop a comprehensive digitized map of all cycling, walking and hiking trails on a platform that includes hotels, restaurants, major attractions and gamefies use to include value-added incentives from local businesses. The project is anticipated to create 1 and maintain 2 jobs.

Ritchie Community Hall Replacement Project
The community league assessed its aged building to make it a new net zeron carbon, energy efficient and fully accessible and properly suited to the needs of the local community. Building assessments ultimately determined a failed structure 50 years ahead of its life expectancy and costs to repair the building were too high and would not improve energy efficiency, program needs or accessibility.
