In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Alternative Justice Mechanisms for Sexual Violence Project

The project will examine alternative justice mechanisms in relation to sexual violence, including restorative justice measures and community-based mechanisms which have historically been led largely by Indigenous, Black, racialized, queer sex worker and kink communities. LEAF will ensure in its outreach to participants that viewpoints from these communities are considered. LEAF will identify experts that represent the experiences of diverse populations with alternative justice to sustain the Advisory Committee.

Improving Radiotherapy Delivery

The Aurora-RT combines an MRI system to provide high quality patient images to ensure they are properly aligned prior to delivering the radiation. This project will develop real time imaging during the treatment. The Aurora-RT will monitor the tumor position and if it moves outside of the treatment field, the beam will pause until the tumor returns to its proper location, then the delivery will continue. This is called “beam gating”. The project will also implement an advanced treatment beam modulation system called VMAT, in which the gantry rotates during treatment delivery, and the system will adjust the multi-leaf collimator position and dose rate throughout the rotation to deliver the optimal radiation dose to the patient.

Youth Internship

Lambda, Questron’s automation station for Microwave digestions, is currently under development. In parallel to the physical development, we need to update all of the methods developed in the past for our existing products. The youth will have her prime focus to learn about the existing methodologies and translate them onto the new platform. As a prerequisite, the youth will have to learn the specifics of sample digestion process, and the chemistries/steps involved. This will follow with performing the newly conceived methods. At the end of the project, the candidate will have a thorough understanding of the sample preparation steps that happen in an analytical laboratory and allow the determination of sample elemental content.

Scalability and Performance Investigation

Our core software has a scalability issue that is preventing us to grow and serve clients with over 200K digital objects (which represents most of our leads and historical projects in legacy frameworks).
Specifically, the DGI I8 Helper module and the Embargo module share an approach for adding access restrictions using query tagging. This approach is non-performant in a large site. We see an extreme slow down when accessing content and uploading files.
Supporting this piece of work is a direct R&D play - we’re not sure what the fix is in the Drupal ecosystem - requires some exploration and further build out.
