In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Gender Diversity Engagement Coordination Project

Through this 40-month project, the Ontario Federation of Indigenous Friendship Centres will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls and 2SLGBTQI+ people, with a focus on 2SLGBTQQIA+ individuals in urban centres in Ontario. This will be achieved by assessing and increasing internal capacity to support Indigenous 2SLGBTQQIA+ community members; developing an inclusive framework to ensure that 2SLGBTQQIA+ roles and responsibilities are restored and honoured; ensuring the development of resources and supporting the delivery of training to members of Friendship Centres across the province on 2SLGBTQQIA+ inclusivity; developing a framework to implement the MMIWG2SLGBTQQIA+ National Action Plan across Friendship Centres; and promoting the findings of the project to GBV and Indigenous community agencies and policy-makers. The project will prevent and address gender-based violence through the promotion and reclamation of traditional roles and responsibilities of 2SLGBTQQIA+ community members through access to culture and ceremony and to promote a reduction in violence, prevent violence, and begin to address gender-based violence in cases where violence is ongoing.
The supplemental funding will be used to develop and implement self-advocacy training and a 2SLGBTQQIA+ training curriculum to member Friendship Centres and other key partners.
By the end of the project, the Ontario Federation of Indigenous Friendship Centres will have strengthened their capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQI+ people, with a focus on 2SLGBTQQIA+ individuals in urban centres in Ontario.
