In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ground-based quantum network over the city of Ottawa

n a previous HTSN project, an intra-city free-space quantum communication link was created over the city of Ottawa. The 5.4km-long channel directly links the campus of the University of Ottawa and the Montreal Road campus of the NRC. In an effort to connect this free-space link with other types of quantum communication channels (fiber and satellite) to establish a larger quantum network, the team will demonstrate the compatibility of the free-space link with different optical configurations. The goal is to test the performance of the link at wavelengths, bandwidths, pulse durations and spatial modes supported by fiber channels and quantum satellite links.

Advancing Design of Quantum Computing Devices based on Topological Quantum Matter using Noisy Intermediate Scale Quantum Computer

The proposed project will advance design of Quantum Computing Devices based on Topological Quantum Matter using Noisy Intermediate Scale Quantum Computers. The quantum computing devices will be protected from noise by topology. Three different systems will be investigated, qubits based on Majorana Fermions, Haldane quasiparticles and valley-spin qubits in 2D atomic thickness semiconductor devices. These qubits are built with Fermions, their fermionic description will be translated into spins, qubits in existing quantum computers. Quantum algorithms such as variational quantum eigenvalue solvers and Quantum Circuit Tensor Networks suitable for current noisy intermediate scale computers will be developed to identify topologically protected quasiparticles for next generation quantum computers.

AI for 2D materials design

One of the critical challenges for some potential 2D materials is the lack of stability which requires surface passivation to suppress rapid degradation. AI-aided material design and simulation will accelerate the discovery of potential candidates with preferable physical and chemical properties for 2D materials. This project will use density functional theory (DFT) computational modeling with AI methods to enable the design of new materials, design of new processes for 2D materials passivation and increase exposure and understanding the impact of molecular absorption on 2D materials. AI-predicted band gap, energy levels, optical properties of 2D materials with different surface modification/passivation will identify the best candidates of materials for the energy harvester, sensors and photonics applications. To identify the selective passivation molecular deposition on 2D materials will open a wide window for 2D materials overcome the challenge of stability issue. The developed AI-driven virtual material screening methods can be adopted for further development in the future.
