In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

National Standards for Integrated Youth Services

The goal of this funding opportunity is for the three established provincial IYS networks (Foundry, YWHO, Aire Ouverte) and an Indigenous Network (drawn from the existing AOM network) to conduct implementation science and to collaborate to inform pan-Canadian standards for IYS.

The objectives of this funding opportunity are to:
• Contribute to the evidence base around the implementation and uptake of existing standards and guiding principles within the established IYS networks and the AOM Indigenous Network in Canada;
• Facilitate knowledge sharing about existing IYS standards and guiding principles for policy and decision-making to inform the development of pan-Canadian standards and guiding principles in this area;
• Facilitate effective and meaningful youth engagement in implementation science research related to IYS standards and guiding principles, and ensure this type of engagement informs the development of pan-Canadian standards in this area;
• Work collaboratively with existing and emerging networks (in other provinces and territories) to build and foster implementation science research, and knowledge mobilization capacity and to promote alignment of IYS standards and guiding principles across networks.

Additionally, researchers are required to utilize a health equity lens to their research on IYS standards. For example, how standards are relevant to, or implemented across diverse groups, such as populations marginalized by racism and/or underserved populations (e.g., LGBTQ2S+, gender diverse youth), or groups significantly impacted by the COVID-19 pandemic. Beyond efforts to bolster the principles of equity, diversity and inclusion (EDI), CIHR recognizes that First Nations, Inuit and Métis are rights-holding as First Peoples of Canada, and initiatives should be developed through distinctions-based approaches, as found in the strategic plan Setting new directions to support Indigenous research and research training.
