In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Improving access and navigation of NB's family justice system

This project will develop and implement a family court support worker pilot program for victims of intimate partner violence across Southeast New Brunswick, based on an evidence model developed by Luke's Place in Ontario. The final year of the project will consist of a knowledge exchange symposium delivered to women-based organizations and justice professionals, sharing project content and outcomes, with considerations of scaling the program to other key New Brunswick communities.

Southern Chiefs' Organization Gladue Report Framework Development Project 2022-2023

The Southern Chiefs' Organization (SCO) Gladue Report Framework Development project, in collaboration with partners, Justice Canada and Manitoba Justice, will bring together all 34 Chiefs and other justice stakeholders to discuss and develop a framework for Gladue report writing to citizens of the 34 First Nations communities in southern Manitoba. The project will inform elements including eligibility, costs, training, content, time frames and other recommendations that will ensure accessibility and program quality and consistency.

Indigenous Family Courtworker Framework/Needs Analysis 2022-2023

The Indigenous Family Courtworker Framework/Needs Analysis project will explore the concept and framework for a Yukon Indigenous Family Courtworker program. Yukon Justice will engage with all 14 Yukon First Nations and additional Yukon Justice Partners to facilitate a needs analysis that will identify knowledge and service gaps in the territory, and identify priorities for a Family Courtwork program that will assist those navigating family law issues. Once the project is complete, the Yukon will have a framework model that could be used for implementation.

Gladue Writer Mentorship Program 2022-2023

The Gladue Writer Mentorship Program project will design and implement a Gladue Training Project in the Yorkton Tribal Council region. The project will train 30 Indigenous Gladue writers in order to increase the capacity within the province to produce Gladue Reports. The project will have three phases: Produce documents on the history of YTC Communities; Training of Gladue principles and report writing, and develop a Gladue mentorship Program.
