In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Police action to prevent intrafamilial homicides

Description:

This 28-month project will develop and implement an Intrafamilial Homicides (IH) risk assessment tool to better equip the Montreal police department (SPVM) in their efforts to address the deeper causes of gender-based violence in Montréal. The Université du Québec à Montréal (UQAM) will achieve this objective by collecting data and analyzing SPVM records on 1) intrafamilial homicides, 2) attempted murders and 3) family/intimate partner violence to explore promising practices in preventing IH and to analyze changes in practices that could improve the SPVM’s current response. In addition, a data watch on IH prevention will be established to track any changes in practices within the SPVM and their impact on improving support for IH victims in the Montreal area.

By the end of the project, UQAM will have contributed to eliminating violence against women and girls by enhancing the police response to family and intimate partner violence in an effort to prevent intrafamilial (IH) homicides.

Righting Relations Project for Growing Working Groups and Hubs

This 25-month project will support a feminist response and recovery for the current impacts of COVID-19, through systemic change. Righting Relationships Canada will achieve this by strengthening a national women-led network of adult educators, community organizers and non-profits working together to affect systemic change on critical human rights issues in the country, particularly as it relates to Gender Based Violence.

At the end of the project, the organization will have cultivated 6 women-led, Pan-Canadian adult education Change Labs. These Change Labs will be a space for team members with lived experience across the country to come together, deconstruct and critically analyze the issues at hand, and work to identify root causes and key strategies for short- and long-term change. The learnings and outcomes from these labs will contribute to the development of tools and resources for education and policy.

This projects effort will advance women’s voices and leadership in decision making, influence policies and practises towards full inclusion, and challenge norms and attitudes that traditionally exclude. Participants will build and dissemination an outreach strategy to share learnings with key stakeholders and the non-profit sector and create intersections and establish connections across Canada.

Building towards a feminist economic recovery for racialized women living in poverty in Toronto

This 28-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Ryerson University will achieve this by 1) analyzing City of Toronto’s disaggregated data, 2) identifying data gaps that will support the development of programs and policies aimed at addressing racialized women’s poverty in Toronto, and 3) by building women's capacity for economic empowerment and advocacy in two geographic neighborhoods. The project aims to influence and inform public policy responses in the City of Toronto’s pandemic recovery planning by building City of Toronto municipal government staff capacity in the use of GBA+ to advance more inclusive policies, programs and building social infrastructure that will support gender equality; and by assessing the feasibility of using this project as a pilot to develop a methodological framework for the City of Toronto’s Gender Equity Strategy.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.

This project will work with partners, including the City of Toronto’s Economic Development and Culture Division, Social Development, Finance and Administration Division, the Gender Equity Unit, academia, women community leaders, activists and community organizations in the field to foster collaboration, lead dissemination and increase uptake of system policy and program recommendations to address racialized women’s poverty in Toronto.

This 28-month project will support a feminist response to and recovery from the current impacts of COVID-19 through systemic changes. To achieve this, Accès transports viables intends to tackle systemic barriers to women’s mobility by establishing a space for dialogue that engages with community organizations and individuals who work in mobility. It will also carry out organized collective action to create a profile of women’s specific needs in mobility and urban planning. The information collected will then be used to raise awareness among decision-makers and the general public about mobility issues experienced by women. Accès transport viables also intends to build the knowledge and capacity of community organizations who wish to get involved in fighting discrimination against women in the transport sector and to share its expertise with municipal-level actors so they can better respond to women’s specific needs in mobility and urban planning.

This 22-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. New North SANC Services Inc will achieve this by addressing the underrepresentation of Indigenous women and other marginalized voices in leadership roles and positions of authority and will create regional coalitions to mobilize greater political participation in northern municipal, regional, and provincial governments.
The project will conduct governance workshops to grow awareness of unconscious biases that inform decision-making processes, form coalitions among Indigenous women groups and equity seeking organizations to build a network of peer support groups and sharing circles to identify the issues that are creating barriers to participation by Indigenous women in northern Saskatchewan communities.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of authority, voices, and decision-making power, and addressing persistent harmful gender norms and attitudes to support women’s equality.

The organization will engage with grass roots organizations, women’s coalition, indigenous women, local and regional government to develop equity-based toolkits for local and regional use. Success will be measured by the number of organizations and governments that adopt the practices put forth by the project and the increase of women in leadership positions and diversity of those seeking political office in the region over time.

This 23-month project will convene the gender equality movement in Canada and lay the groundwork for their collective and collaborative work to advance gender equality from coast-to-coast-to-coast. Specifically, CanWaCH will convene the gender equality movement through two annual Gender Equality Summits and periodic idea incubator sessions. These convening moments will provide a platform to amplify a diversity of voices and opinions, in particular those who experience historic and ongoing marginalization. They will also build coherence around common goals and build strong connections between organizations; center the voices of Indigenous, racialized, gender diverse and other marginalized communities; and engage youth leaders and change makers.

These events will create regular touch points for stakeholders to connect, creating a better sense of community and allow the Feminist movement to discuss the most pressing issues and determine solutions-oriented steps forward. A special focus will be put on inclusive participation and collaboration. This project is committed to establishing partnerships with organizations representing diverse communities, and the guidance provided from these lead organizations will help the Network deliver culturally-responsive programming that is inclusive of the needs of the community as defined by the community itself. To ensure this process is as inclusive as possible, CanWaCH will conduct periodic environment scans and membership gap analyses to assess who's voices are being heard and who is not yet included and create a Strategic Engagement Plan to further our commitments to building a diverse Network with reciprocal community-based partnerships.

This project will allow the creation of different tools, resources and key takeaways that will strengthen Equal Future Network members and the Feminist movement more globally. For example, the Equal Futures Network will create organizational ‘What we learned reports for engaging with Indigenous and Youth-led organizations’ and other best practices resources to ensure lessons learned for inclusive participation are disseminated. CanWaCH will develop a guiding document to address priority policy and programming barriers as well as create a roadmap to track progress and identify and share solutions, thus helping determine priorities for the years to come while mobilizing different stakeholders to help inform actions that further drive the Gender Equality movement.

This 28-month project will support a feminist response to and recovery from the current impacts of COVID-19 through systemic changes. To achieve this, the Groupe Femmes, Politique et Démocratie (GFPD) intends to 1) create joint committees on equality and on equity, diversity, and inclusion (EDI) in any interested municipalities and regional county municipalities (RCMs) within the four target regions (Estrie, Lanaudière, Chaudière-Appalaches, and Centre du Québec) and 2) advise these authorities in designing and adopting policies on equality using the Gender-Based Analysis Plus (GBA Plus) approach. Target policy areas include governance and hiring, public services and inclusive communication, and EDI action plans. Once these policies have been developed and adopted, the GFPD intends to disseminate them widely and set up committees for monitoring their implementation to promote lasting change in women’s and girls’ access to leadership and decision-making roles, especially for underrepresented women.

By the end of the project, the organization aims to have helped remove systemic barriers by promoting inclusive policies and practices; by enabling more fair and efficient resource sharing; by enhancing networks for collaboration to expedite systemic changes; by addressing harmful norms and attitudes that persist on gender; and by supporting a positive distribution of power, the right to speak, and decision-making authority in support of women’s equality.
