In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Ma Mawi Wi Chi Itata Centre Inc. will achieve this by building a research and training institute led by Indigenous women. This organization will develop the research, evaluation, and ethics frameworks; identify community research priorities; and create a women’s leadership governance structure that focuses on utilizing Indigenous knowledge and the strengths of the community.
At the end of the project, the organization will have contributed to addressing systemic barriers by increasing networks and collaboration to accelerate systemic change and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.

YWCA City Shift - Leveraging Gender-based Analysis Plus to Advance Women’s Participation and Prosperity

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Young Women’s Christian Association will achieve this by conducting an environmental scan of municipalities across Metro Vancouver for GBA Plus policy, developing targeted government and public outreach and engagement strategies for the use of GBA Plus, convening two advisory councils to help inform the widespread use of GBA Plus and equity strategies in the region, and by hosting a public engagement event during Gender Equality Week in September 2022, called Reimagining our Cities.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, enhancing public awareness of GBA Plus and supporting positive distribution of authority, voices, and decision-making power.
This project will result in 21 municipalities informed of the benefit of GBA Plus integration on policy, program and spending, development of two online toolkits to advance GBA Plus across Metro Vancouver communities, hosting two public events including one engaging 500-1000 community members and one to share the results of the project and progress amongst municipal governments.

The supplemental funds received in June 2022 will be used to host a public engagement event during Gender Equality Week in September 2022, called “Reimagining our Cities”.
The supplemental funds received in May 2023 will be utilized to reach BC Municipalities beyond Metro Vancouver who will also be informed of the benefits of GBA Plus through targeted engagement at the Union of BC Municipalities Convention and other workshops and events.
