About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Digitizing existing docuumentary heritage at Bkejwanong (Walpole Island First Nation)

This project builds upon a 2019–2020 digitization project by the Walpole Island Heritage Centre and aims to digitize existing documentary heritage related to the Anishinaabe language and culture held by the Heritage Centre and other Walpole Island First Nation departments and programs. The project collection includes hundreds of print documents, maps, language resources and educational materials, thousands of photographs, and hundreds of audiotapes (including micro-cassettes) and video recordings (VHS, mini DV, etc.) for preservation and accessibility.

Special Support to Vulnerable Families

This small-scale human dignity project provides financial, health and educational support to a group of 43 vulnerable individuals in 8 families from Syria who are living in a refugee camp in Jordan. Livelihoods and volunteering opportunities, compared to other villages in the camp, are limited, and access to health care requires security permits.

Women and Youth-Led Peace and Reconciliation in Iraq

Project activities include: (1) enabling inclusive and gender-responsive peace and reconciliation processes through research, capacity building and dialogue sessions for key stakeholders; and (2) conducting training, networking and advocacy to increase women and youth's leadership in the delivery of gender-responsive peacebuilding and reconciliation initiatives.

United Nations Human Rights Engagement in Ethiopia

This project aims to scale up the Office of the High Commissioner for Human Rights (OHCHR’s) in the area of human rights monitoring, reporting, and advocacy work in Ethiopia. It also seeks to strengthen the capacity of Ethiopian national institutions and civil society actors to respond to human rights violations. This project supports the implementation of recommendations made in the 2021 OHCHR-Ethiopian Human Rights Commission’s (EHRC) joint investigation and accountability provisions. These provisions include those contained within the 2022 permanent Cessation of Hostilities Agreement for the Tigray conflict. The partner implements this project in close collaboration and coordination with national protection institutions, including the EHRC, the African Union, and various civil society organizations.
Project activities include: (1) training Ethiopian police investigators, prosecutors, judges, and members of transitional justice institutions on human rights best practices; (2) strengthening the capacity of survivor networks to engage with judicial and non-judicial accountability mechanisms; (3) creating survivor-centred communication products that provide a grassroots perspective on human rights and transitional justice issues; (4) providing free legal aid to survivors; and (5) facilitating peer-to-peer learning exchanges for selected transitional justice duty-bearers.

Project activities include: (1) developing modelling tools that accurately assess the damage and costs of climate change-exacerbated flooding and inform policy development; (2) developing nature-based solutions to peatland and mangrove restoration and biodiversity conservation that incorporate women’s knowledge, skills, and roles; (3) conducting gender-responsive research and developing policies and programs for climate change mitigation and adaptation, including carbon pricing; and (4) exploring and piloting of innovative social support mechanisms to address climate risks.
