About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Wabanaki Women's Traditional Leadership: Disrupting Systemic Racism in New Brunswick

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Indigenous Women's Association of the Maliseet and Mi'Kmaq Territories Inc. (IWWT) will achieve this by seeking to advance inclusive policies and practices for Wabanaki consultation and policy development at the provincial level for the inclusion of IWWT and the voices of Wabanaki women, girls, and 2SLGBTQQIA+ peoples at provincial decision-making tables.
This will be achieved by expanding on current partnerships and developing new partnerships at the provincial level, developing and implementing a strategic advocacy plan and social media engagement strategy to build awareness of Wabanaki matriarchal governance and protocols for inclusion, conducting an environmental scan of the provincial policy landscape, developing terms of reference for partnerships and inclusion, creating and supporting Wabanaki Women’s groups at the community level including an intergenerational Wabanaki Matriarch and Youth Council that reports to the IWWT Board, as well as developing and offering training modules and informational materials to build the capacity of Wabanaki women in community.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
This project will bring together Wabanaki women, girls, and 2SLGBTQQIA+ peoples with lived experience to learn alongside the Native Women’s Association of Canada and the Wabanaki Two-Spirit Alliance. The organization also seeks to develop new partnerships with provincial agencies, departments and organizations as their strategic advocacy plan and leadership grows.

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Specifically, the NB Women’s Shelters (New Brunswick South Central Transition House & Second Stage Coalition Inc) will address systemic barriers within governmental and non-governmental policies and procedures in rural New Brunswick. This will be achieved by conducting focus groups and a needs assessment with victims of domestic violence, disseminating data, networking for collaboration, forming a provincial council with domestic violence sector representatives, and adopting new protocols and practices that better address the issue of domestic violence. The organization will then, with the government of New Brunswick and partners, develop a provincial framework and comprehensive trainings, using a trauma-informed gendered lens, including the intersectionality of gender, ethnicity, race, and language.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, and by increasing networks and collaboration to accelerate systemic change to support women’s equality.
The NB Women’s Shelters, a coalition of 13 second stage programs and transition houses, will work with the Government of New Brunswick, partners, stakeholders and consultants to develop appropriate interventions, policies, and resources for all women victims of domestic violence, including refugee and immigrant women and children.

Realigning our Circle: Paving the way to Resilience

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Newfoundland Aboriginal Women’s Network will achieve this by implementing cultural procedures in the local court system, by implementing an Indigenous Court Navigator position, by training individuals in Gladue report writing, by strengthening relations between correctional facilities and community organizations, and by training Indigenous men and women to become Peer facilitators.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of authority, voices, and decision-making power, and addressing persistent harmful gender norms and attitudes to support women’s equality.
The Newfoundland Aboriginal Women’s network will partner with the Empower Indigenous Women for Stronger Communities to continue to build and foster a community of Indigenous peer facilitators and leaders.
