In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Expanding feminist advocacy for systemic change in central
and northern Ontario

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Elizabeth Fry Society of Northeastern Ontario, in partnership with the Elizabeth Fry Society Simcoe Muskoka, will achieve this by conducting a feminist organizational restructuring, assessing the existing research and knowledge on barriers in Central and Northern Ontario for marginalized, racialized and criminalized women and gender diverse individuals, forming a Women’s Lived Experience Advisory Board and developing its networks and partners, developing a Feminist Systemic Action Plan, and setting a process for sustainability of efforts.
At the end of the project, the organization will have contributed to addressing systemic barriers by encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; and addressing persistent harmful gender norms and attitudes.
Assessment and Evaluation will be ongoing, and a final evaluation/report completed.

Lessons Learned: Pursuing Systemic Changed By Empowering Urban Indigenous Women

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. National Association of Friendship Centres (NAFC) will achieve this by designing and implementing policies and practices to increase women’s labour market participation and opportunities. NAFC will address discriminatory legislation, policies, and/or practices that prevent women and/or girls from fully participating in the social, political and economic spheres, while designing and implementing policies and practices to increase women’s leadership in democratic, civic, public or private sectors and research into barriers facing urban Indigenous women and LGBTQ2IA+.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change and addressing persistent harmful gender norms and attitudes to support women’s equality.
The National Association of Friendship Centres (NAFC) will help advance women’s recovery from the current impacts of COVID-19 through systemic change. Specifically, the project will address systemic barriers within policies and practices, authority, voices and decision-making, and gender norms and attitudes that have prevented women and girls from fully participating in the social, political, and economic spheres. This will be achieved by amplifying the voices of urban Indigenous women in existing legislation and policy using research, policy development, and advocacy work. Also, systemic racism will be addressed through the participation of current FCM leaders to incorporate an Indigenous GBA+ lens to policymaking on a federal level. Local Friendship Centres and the overall Friendship Centre Movement will be a vessel to amplify the voices of urban Indigenous women and seen as an access point to urban Indigenous women, regardless of membership. The NAFC intends to produce a list of policy
recommendations and an action plan for national-level implementation. The final report will be used to guide future relationship-building between government and FCM leaders, while further amplifying the goals and values outlined in the NAFC’s 2020-2030 Strategic Plan.

The Unheard Voices of Migrant Women Farm Workers

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Active Care Response Team will achieve this by identifying key issues and barriers which prevent migrant women farm workers (MWFW) from fully participating in decision-making and leadership roles. Through research of current legislation, policies and practices, as well as stakeholder input, the organization will make recommendations for change and develop an action plan to address these issues. Throughout the process the organization will monitor and evaluate the effectiveness of the action plan relying on community partners and stakeholders (MWFW and farmers) to advance systemic change and endorse policy and recommendations to increase migrant women and girl’s participation in decision-making.
At the end of the project, the organization will have contributed to addressing the systemic barriers by advancing inclusive policies and practices and increasing networks and collaboration to accelerate systemic change to support women’s equality.
This project will work with partners, including the Global Resources Centre, Justica, Health Unit, Ministry of Labour, Ministry of Municipal Affairs and Housing, St. Clair College, the University of Windsor, Ontario Vegetable Growers' Association, Migrant Worker Community Program, and various farm owners to improve collaboration amongst likeminded organizations in the region and lead the dissemination of key recommendations for policy and programs towards a recovery from the impacts of COVID-19.
