In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Emerging from the pandemic sustained, strong and prosperous

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Centr'Elles : Centre des Femmes Francophones du Nord-Ouest de l'Ontario will achieve this by (1) conducting a study on the experiences of Francophone women in Northwestern Ontario during the pandemic and the reality of immigrant, refugee and newcomer women in the region; (2) designing and conducting multi-faceted/topical workshops to engage, consult, educate and train various community stakeholders; (3) creating and implementing a task force to engage community and institutional professionals; (4) presenting the study findings, making recommendations, and coaching community leaders in their implementation; and (5) conducting outreach to local and regional political leaders.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; and addressing persistent harmful gender norms and attitudes to support women’s equality.
As part of this project, partner organizations working with Francophone women in Northwestern Ontario will be involved to share their expertise and promote the project to the target populations. Centr'Elles: Centre des Femmes Francophones du Nord-Ouest de l'Ontario will establish other relevant partnerships during the implementation of the project to ensure its success and to help women overcome the impacts of COVID-19.

Let Your Voice Count: Immigrant & Racialized Women Leadership For Systemic Change

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Immigrant Women Services Ottawa will work with racialized and immigrant women through workshops to develop best practices and action plans to drive systemic change (both knowledge/systems/content based and advocacy/engagement based). They will also undertake community engagement training; build mentorship connections; and establish placements with community organizations where traditionally under-represented voices have the opportunities to participate in decision making tables across sectors.
At the end of the project, the organization will have contributed to addressing systemic barriers by: supporting positive distribution of authority, voices, and decision-making power; and increasing networks and collaboration to accelerate systemic change to support women’s equality.
The immigrant and racialized women who will be participating in the project’s activities have been disproportionately affected by the pandemic and are overrepresented in their experience of violence, systemic racism, precarious employment, unpaid care work, poverty, marginalization, inadequate housing etc. This project aims to support their inclusion in leadership roles and so leverage their lived experiences and knowledge. Through the project, the participating community leaders will evaluate the impact of the programming.

Working together for equality

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Leadership féminin Prescott-Russell (LFPR) will achieve this by (1) aiming for parity in politics; (2) increasing the number of women on the Boards of Directors of Prescott-Russell's public organizations; (3) increasing the presence of girls and young women in the public space; (4) drawing a portrait of the status of women in Prescott-Russell through a round table and an intersectoral study; and (5) developing and implementing a communication strategy for all of the project activities.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; increasing networks and collaboration to accelerate systemic change; supporting positive distribution of authority, voices, and decision-making power; and addressing persistent harmful gender norms and attitudes to support women’s equality.
Within the framework of this project, Prescott-Russell municipalities, school boards and partner organizations will be involved in order to collaborate in the realization of the intersectoral study, to provide regional statistical data and to offer their expertise in relation to the systemic barriers observed with regard to gender equality in their respective sectors. Finally, partners will be called upon to take action to address systemic inequalities and advance gender equality.

Women's Safety at the Centre (of the Systemic Response to Gender Based Violence)

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Northwestern Ontario Women’s Centre (NOWC) will achieve this by operationalizing the implementation of their High Risk Navigation Protocol and promoting its use as a central tool among service providers to relocate the safety of women, Trans and non-binary people and their children at the front end of the systemic response to Gender Based Violence (GBV); scaling up the GBV Navigation advocate position; creating a Court advocate position to reinforce and monitor the use of safety measures in legal processes; identifying gaps, examining links, researching alternative measures; and creating and publishing recommendations to change GBV protocols and policies, disseminating information, encouraging systemic change, promoting effective measures of accountability and prevention of GBV both inside and outside the criminal legal system.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of authority, voices, and decision-making power, addressing persistent harmful gender norms and attitudes to support women’s equality.
The organization partnered with Thunder Bay and District Coordinating Committee to End Women Abuse (TBDCCEWA), with funding from Law Foundation of Ontario, to develop the High Risk Navigation Protocol which will be operationalized and implemented during this project. Members of TBDCCEWA will support the protocol’s implementation. Dissemination of project information will also be shared on NOWC’s “Analysis to Action on Gender-Based Violence” website.

Not for Us Without Us! Supporting abused women during pandemics

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Oasis Centre des Femmes Inc. will achieve this by (1) researching and collecting data on the violence experienced by Francophone immigrant and refugee women during the pandemic; (2) developing and implementing a strategy for sharing the results; and (3) building and implementing the capacity of women community leaders to advocate with provincial and federal decision-makers.
At the end of the project, the organization will have contributed to addressing systemic barriers by increasing networks and collaboration to accelerate systemic change; and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
As part of this project, partner organizations working with Francophone immigrant and refugee women will be involved in recruiting participants for interviews and focus groups, sharing statistical data, and analyzing and validating the data collected to make recommendations for action in emergency situations.

Supporting Feminist Organizations in Engaging Men and Boys to End Gender-Based Violence

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Sexual Assault Support Centre of Waterloo Region (SASCWR) will achieve this by completing a scan of feminist organizations in Ontario regarding their male engagement programs preventing GBV, identifying key challenges, unique issues, and best practices to direct the development of the tools and resources (including a Male Allies Program Manual) to guide the network of project participant feminist-led organizations as they onboard and embed male ally staff and volunteers within their organizations.
At the end of the project, the organization will have contributed to addressing systemic barriers by increasing networks and collaboration to accelerate systemic change and addressing persistent harmful gender norms and attitudes to support women’s equality.
SASCWR is an active member of the Ontario Coalition of Rape Crisis Centres (OCRCC) which is a network made up of sexual assault centres across the province. One of the main goals of the network is to facilitate communication and resource-sharing between sexual assault centres. SASCWR will be utilizing their OCRCC network to support member centres on their road to engaging men more formally as allies. As part of this project, SASCWR will also reach out to the Ontario Association of Interval & Transition Houses, women, trans and non-binary student centres, 2SLGBTQIA+ organizations and women’s cultural associations to invite them to participate in the project and share project resources.

Codifying a vision of equitable and inclusive schools for the diversity of girls and women

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Centre ontarien de prévention des agressions (COPA) will achieve this by (1) adapting and testing its equity and inclusion program "Changer son monde"; (2) implementing the adapted version of the program; (3) accompanying schools in the revision of the Code of Life and the development, implementation, evaluation and renewal of the action plan; and (4) evaluating the program and reporting on the results.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; and addressing persistent harmful gender norms and attitudes to support women’s equality.
As part of this project, three schools from three regions of the province of Ontario will be involved to share the most typical issues encountered within their schools and to inform COPA of their needs in order to adapt training and program development.
