Grants and Contributions

About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Humanitarian Response to Conflict in Ethiopia – World Vision 2022

Agreement Number:

7440362 P011424001

Duration: from Jun 10, 2022 to Mar 31, 2024
Description:

February 2022 - The conflict in northern Ethiopia is well into its second year and has given rise to one of the worst humanitarian crises in the world. An estimated 9.4 million people in the three conflict-affected states currently require humanitarian assistance, including up to 90% of the population of the Tigray region. Displacement, disruption of livelihoods, and constraints on humanitarian access have left at least 400,000 people facing famine conditions and human rights abuses, including widespread sexual violence, have marked the conflict since its outset.

With GAC’s support, World Vision addresses the critical water, sanitation, and hygiene, and protection needs of internally displaced populations (IDPs) in Ethiopia’s conflict-affected Afar and Tigray regions. Project activities include: (1) restoring damaged water and sanitation facilities serving IDP sites and host communities; and (2) providing protection services (safe spaces for women and children, case management and psychosocial support for survivors of sexual and gender-based violence) and essential non-food items to vulnerable people. The project also includes a longer-term development component, through which World Vision addresses protection, gender equality, and resilience issues by (3) providing educational opportunities for crisis-affected children, with a particular focus on girls; and (4) providing livelihood support for returnees and host communities affected by the conflict.

Response to Humanitarian Needs – Analysis and Assessment – JIAF 2022-2023

Agreement Number:

7440638 P011201

Duration: from Jun 10, 2022 to Mar 31, 2024
Description:

May 2022 – Humanitarian needs have risen drastically over the last decade but international funding for humanitarian assistance has not kept pace. The international humanitarian community has called for more informed needs-assessments in order to make efficient use of the humanitarian funding available. To respond to the advocacy of the international humanitarian sector, experienced humanitarian partners have come together to develop the Joint Intersectoral Analysis Framework (JIAF), a new approach to analyzing humanitarian needs. The JIAF is managed by the International Organization for Migration.

This grant represents Canada’s contribution to the JIAF. With the support of GAC and other donors, the JIAF improves the way humanitarian actors jointly plan and respond to humanitarian crises. Project activities include: (1) developing JIAF tools and guidance documents for use in humanitarian field operations; (2) providing a transparent, rigorous, coherent and replicable process for needs analysis for the Humanitarian Programme Cycle; (3) providing oversight and support to humanitarian country teams to implement the JIAF; and (4) maintaining the continued buy-in of the JIAF partners and ensuring the well-functioning governance of the JIAF process.
