In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Life-Saving Health and Protection Support in Response to Complex Crisis in Lebanon - 2026

April 2026 – Lebanon is experiencing a sharp surge in humanitarian needs following the latest escalation of hostilities, which has driven large-scale displacement and intensified pressure on already fragile health and social support systems. The Lebanon Flash Appeal estimates 1.3 million people will be directly affected during the March–May 2026 response period, while WHO reports over 1 million self-registered internally displaced persons (IDPs), including many living in collective shelters. Intensified operations since early March have caused significant casualties and damage, including attacks affecting health workers, emergency medical services, and essential infrastructure, further threatening the continuity of life-saving and essential health services.
With GAC’s support, World Vision Canada will 1) improve the use of immediate life-saving primary healthcare services for conflict-affected and displaced populations and vulnerable host communities, and 2) increase the immediate use of an enhanced protective environment and systems?to respond to protection issues.

Fractal Workforce Resilience: Worker Retention Grant

The Worker Retention Grant provides funding to employers with an approved and implemented Work-Sharing agreement. Employers can use this funding to provide a weekly income top-up to workers who have reduced hours and are taking training while receiving Work-Sharing Employment Insurance (EI) benefits. The WRG is designed to increase uptake of training for workers while on WS to improve resiliency during the adjustment period by, helping workers maintain employment while receiving a larger proportion of total income through the grant.
