In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Humanitarian Response to Conflict in Ethiopia – CARE 2022

February 2022 - The conflict in northern Ethiopia is well into its second year and has given rise to one of the worst humanitarian crises in the world. An estimated 9.4 million people in the three conflict-affected states currently require humanitarian assistance, including up to 90% of the population of the Tigray region. Displacement, disruption of livelihoods and constraints on humanitarian access have left at least 400,000 people facing famine conditions, and human rights abuses, including widespread sexual violence, have marked the conflict since its outset.
With GAC’s support, CARE addresses the essential health, water, sanitation and hygiene, and protection needs of conflict-affected populations in Ethiopia’s Tigray region. Project activities include: (1) providing material and technical support to local health facilities and the operation of mobile health units in hard-to-reach areas; (2) restoring damaged water and sanitation facilities serving internally displaced people sites and host communities; and (3) training health providers and local authorities to better address critical protection needs. The project also includes a development component, through which CARE is supporting local stakeholders to (4) strengthen durable health and nutrition services; (5) improve approaches related to water resource management; and (6) develop sustainable and institutionalized sexual and gender-based violence prevention and response strategies for the long-term.
