About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

February 2022 - The crisis in the Democratic Republic of the Congo (DRC) is characterized by inter-ethnic conflict and widespread human rights abuses, including sexual violence. In 2022, 27 million people are in need of humanitarian assistance in the DRC, a 7.4% increase from 2021. The DRC is home to the largest global food crisis, with an unprecedented 27 million people severely food insecure. It is also home to the largest internally-displaced persons population in Africa with 5.5 million displaced people. Additional population movements are also expected in 2022, creating significant needs in protection, livelihoods and food security. These needs are worsened by the ongoing impacts of the coronavirus (COVID-19) pandemic, other health epidemics, increased violence across eastern provinces and political uncertainty.

With GAC’s support, Doctors of the World provides assistance to address the urgent needs of up to 55,214 conflict-affected people in Nyunzu, Tanganyika. This project focuses on preventing and treating malnutrition, providing access to primary health care, including sexual and reproductive health (SRH), and providing gender-based violence (GBV) protection services for conflict-affected people.

Project activities include: (1) providing infants and pregnant and lactating women with moderate and severe acute malnutrition treatments though mobile clinics; (2) providing households with malnutrition screening tools; (3) providing at least 28,000 beneficiaries with SRH or GBV services; and (4) providing at least 27,342 beneficiaries with primary health care services.

Project activities include: (1) providing shelter, clothing and other essential non-food items; (2) providing adequate water, sanitation and health services, including in reproductive health; (3) providing opportunities for education and livelihoods support; (4) providing protection, including against sexual and gender-based violence, child protection and working with governments to register asylum seekers and refugees, and help issue identity documents; (5) working with governments to support refugee self-reliance and forge peaceful relations between refugees and local citizens; and (6) expanding opportunities for durable solutions for people of concern.
