In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Humanitarian Response to Conflict in Ethiopia – CLWR 2022

February 2022 - The conflict in northern Ethiopia is well into its second year and has given rise to one of the worst humanitarian crises in the world. An estimated 9.4 million people in the three conflict-affected states currently require humanitarian assistance, including up to 90% of the population of the Tigray region. Displacement, disruption of livelihoods, and constraints on humanitarian access have left at least 400,000 people facing famine conditions and human rights abuses, including widespread sexual violence, have marked the conflict since its outset.
With GAC’s support, Canadian Lutheran World Relief (CLWR) addresses the critical protection and water, sanitation, and hygiene (WASH) needs of internally displaced persons (IDPs) in Ethiopia’s conflict-affected Tigray region. Project activities include: (1) providing unconditional cash grants, shelter materials, and essential household items to affected households; and (2) restoring damaged water and sanitation facilities serving IDP sites and host communities. The project also includes a longer-term development component, through which CLWR addresses gender equality, economic empowerment and local climate change resilience by, respectively, (3) supporting livelihoods and income generating activities for women and other vulnerable people; and (4) developing community-level climate change mitigation and adaptation strategies.

Ukraine and neighbouring countries - Emergency Assistance – World Vision Canada 2022

May 2022 – The humanitarian situation in Ukraine deteriorated significantly following the Russian military offensive beginning February 24.This has resulted in an estimated 5 million people displaced to neighbouring countries including Hungary, Moldova, Poland, Romania and Slovakia, and nearly 8 million people internally displaced. The UN estimates that over 12 million people need immediate humanitarian assistance. On March 1, 2022, humanitarian partners issued appeals for approximately US$2 billion to support the humanitarian response inside Ukraine and the humanitarian needs of Ukrainians seeking refuge in neighbouring countries. In light of the complexity of the crisis, it is anticipated that humanitarian needs will grow. This requires ongoing donor support to allow partners to scale up their humanitarian response in Ukraine and neighbouring countries.

This project aims to foster gender responsive parliamentary governance across 19 Latin American countries through regional network building, technical assistance, and capacity development of parliamentarians, parliamentary staff, women’s advocates and civil society. The project seeks to dismantle political, structural and legislative barriers to gender equality and women’s empowerment.
The project implements activities to strengthen the capacities of parliamentary stakeholders for national and collaborative gender-sensitive actions across a range of sustainable development issues, including climate change, which are not often seen as gender issues. By tackling existing challenges to women’s meaningful participation in parliamentary action, the project supports advocacy to fight and adapt to climate change in the region.
