In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Security and privacy assessment for aging in place smart technology

An aging population means increased spending in healthcare, pension, and social benefits programs. To alleviate the aforementioned costs, a new trend is to leverage emerging smart home Internet of Things (IoT) technologies to enable elderly people to age and live independently in their home as long as PAGE 5 they can take care of themselves. While a wide range of technological support based on IoT that allow seniors to age in place (AiP) are now available, limited attention has been paid to the security and privacy risks posed by these technologies. The objective of this project is to establish trust and confidence in aging technology and solutions by carrying out three complementary activity groups. The first set of activities consists of conducting a systematic analysis of the security and privacy threats created by aging in place technologies, and developing a new platform to monitor, detect, and respond to these threats. The second set of activities consists of designing and implementing a threat?driven approach for dynamic security testing of aging in place platforms. The third set of activities consists of designing secure and privacy-preserving protocols to secure AiP IoT data collection, transmission, sharing, and processing. The sum of these activities will provide a robust framework to prevent, detect, and mitigate security and privacy threats targeted at elderly people relying on IoT devices to age in place.
