About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

January 2022 – There are an estimated 2.5 million Iraqis in need of humanitarian assistance, of whom over 900,000 are in acute need. Out of the 6 million people displaced during the conflict against Daesh, more than 1 million people remain internally displaced. Those directly affected by the conflict against Daesh, particularly those who were displaced and whose lives and livelihoods were uprooted and destroyed, continue to require humanitarian assistance to meet their basic needs.

With GAC’s support, Oxfam-Québec is providing water, sanitation and hygiene (WASH) and protection assistance to vulnerable internally displaced persons, returnees and host communities in Iraq. Project activities include: (1) rehabilitating and upgrading water supply systems and sanitation facilities; (2) delivering hygiene promotion activities; (3) providing case management and legal counselling to survivors of sexual and gender-based violence; (4) strengthening solid and medical waste management systems in health centres; (5) providing psychosocial support activities; and (6) providing training to community-based structures, including women and youth groups, on protection monitoring, case identification and referrals.

Venezuela Crisis - Improving Access to Health Services in Colombia - Doctors of the World 2022

March 2022 - More than 5.3 million people have fled Venezuela since 2015. Many of them reside in Colombia, but others are in transit in Colombia to countries such as Ecuador and Peru. The refugee and migrant crisis continues to create significant humanitarian needs in Colombia, while also exacerbating the effects of long-standing violence and armed conflict. Populations with acute humanitarian needs, including refugees and migrants, have also been significantly affected by the coronavirus pandemic.

With support from GAC, Doctors of the World is helping to improve the health status of more than 45,000 people in Venezuelan migrant populations, particularly women and adolescent girls, as well as vulnerable host communities in Bogotá, Cali, Ipiales and Soacha. Project activities include: 1) providing basic medical and psychological services to survivors amongvulnerable migrant populations; and 2) providing awareness training on access to health systems, sexual and reproductive rights and the prevention of sexual and gender-based violence among migrant populations and host communities.
