In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Speech and eye-movements analysis for the remote early detection of diseases associated with aging

Early identification of cognitive decline allows for earlier intervention with appropriate care so that entry to long term care can be delayed. This project explores two non-invasive assessments (eye-tracking and speech patterns) that have potential for cognitive assessment. Specifically, the project will design a system to capture voice and eye-gaze data during tasks, with the goal of detecting speech and oculomotor abnormalities associated with cognitive decline. It will combine the two modalities and leverage multimodal analysis techniques to generate more sensitive predictions. The project will analyze combinations of tasks to achieve the assessment. The project will collect longitudinal data, to allow intra-subject analysis in addition to cross-sectional analysis to validate the performance of the system. The project will lead to a more cost-effective approach for assessment that could be done at home or remotely and that is an alternative to more expensive or invasive diagnostic testing currently being done.

Universal Matter Inc. is implementing an 18-month project that is aimed at creating a world-class Global Innovation Centre for its proprietary Flash Joule Heating process technology, which transforms carbon-containing waste into high value graphene materials. This IRAP project will focus on process and product development for field validation trials of the company’s unique turbostratic graphene in several strategic market applications (cement/concrete, bitumen asphalt/concrete, and plastics composites). Successful completion of this project will create significant new employment opportunities in Ontario for skilled talent in advanced materials and it will establish the new Burlington research facility as its global innovation centre.
