About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Sudan Crisis – Protection, WASH and Health Services – Care Canada 2026

March 2026 - Sudan is facing one of the world’s most severe and complex humanitarian crises, driven by armed conflict, mass displacement, collapsing state institutions, and recurring disease outbreaks. The ongoing conflict has resulted in the largest internally displaced population globally and the collapse of livelihoods, markets, and services across the country. More than half the population are in need of humanitarian assistance. The impacts are felt across the region, heightening insecurity and driving large-scale refugee movements that are straining already fragile host countries.
With GAC’s support, in a consortium led by Care Canada; Care, CLWR and Oxfam will respond to the emergency needs of people affected by the Sudan crisis in Sudan, Chad and South Sudan. Project activities include: (1) providing gender-responsive and inclusive protection services, including GBV prevention and response services; (2) providing safe drinking water; (3) rehabilitating gender-responsive and inclusive water systems, latrines and handwashing facilities; and (4) providing health care services, including sexual and reproductive health services.

International Organisation of La Francophonie - institutional support 2026-2029

This grant represents Canada's long-term institutional support to the International Organisation of La Francophonie (OIF). The OIF uses these funds and other donors’ funding to achieve its mandate and implement programming aimed at improving the well-being of populations across the Francophone world, particularly young people and women. Through this funding, Canada supports the OIF’s efforts to promote the French language and Francophone cultural products; strengthen peace, democratic governance, human rights, and gender equality; improve access to quality education and training for young people; promote trade within the Francophone world; and increase resilience and empowerment in response to economic, environmental and social challenges.
Since 1970, the OIF has conducted its work in partnership with all Francophonie institutions, civil society, Francophone institutional networks, the private sector, and international and regional organisations across all five continents. It pursues its objectives through advocacy, the development and sharing of tools, the dissemination of best practices, support for public policies, capacity building, and the financing of development projects. The organisation integrates the cross-cutting priorities of gender equality and youth into the achievement of its strategic objectives. The OIF aligns its efforts with the objectives of the 2030 Agenda for Sustainable Development and implements its activities in accordance with the principles of aid effectiveness and international standards for results-based management.

Multi-country Crises - emergency food assistance - WFP 2026

February 2026 - Food insecurity remains at alarming level in many countries, driven by conflicts, climate change, and economic shocks. The World Food Programme (WFP) is the United Nations’ frontline agency in the fight against hunger. It responds to emergencies and saves lives by quickly getting food assistance to crisis-affected populations. WFP also provides common services to humanitarian agencies by transporting humanitarian workers and light cargo and conducting emergency medical and security evacuations.
With the support of Global Affairs Canada (GAC), WFP provides targeted emergency food assistance to crisis-affected populations to reduce acute food insecurity and malnutrition and protect livelihoods. Project activities include: (1) distributing food and cash-based transfers; (2) providing supplementary feeding for children under the age of 5 years, as well as pregnant and lactating women and girls; and (3) providing logistical support to humanitarian agencies and enabling access to the most remote and hard-to-reach locations. This project operates in multiple countries, including Bangladesh, Cameroon, Central Africa Republic, Chad, Colombia, Democratic Republic of the Congo, Haiti, Jordan, Kenya, Lebanon, Mali, Mozambique, Myanmar, Nicaragua, Nigeria, Somalia, South Sudan, Sudan, Syria, Uganda, Ukraine, Venezuela, Yemen and Globally.

Gavi - Institutional Support 2026-2030

This grant represents Canada’s institutional support to Gavi, the Vaccine Alliance. Gavi uses these funds, along with other donors’ funding, to achieve its mandate. Gavi’s long-term mission is saving lives and protecting people’s health by increasing equitable and sustainable vaccine use. This project supports Gavi's four strategic goals for the 2026-2030 period. Project activities include: introducing and scaling up vaccines against infectious disease, including human papillomavirus and malaria, through procurement and delivery support; (2) supporting and strengthening health systems to increase immunization equity, including dedicated support to extend immunization services to under-immunized and zero-dose children; (3) improving the sustainability of national immunizations programs; and (4) ensuring healthy markets for vaccines and related products.
