In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Improvement of Services and Response to Sexual Violence in Post-Secondary Institutions within NB

Through this 24-month project, Women’s Equality Branch in collaboration with Sexual Violence New Brunswick (SVNB) will improve the response to sexual violence at public post-secondary institutions (PPSI) in New Brunswick by designing and testing a model of service delivery and supplemented by the development and implementation of a training strategy.
This will be achieved by identifying and analysing best practices in sexual violence response; engaging with campus administration, service-providers, students, faculty and staff to understand campus culture and response to sexual violence; identifying resources, supports and services to respond to sexual violence; hosting knowledge sharing events to share findings and encourage dialogue; and developing and implementing a training strategy based on knowledge and skill requirements and training needs.
At the end of this project, it is expected that public post-secondary institutions (PPSIs) will have a better understanding of campus sexual violence, how it impacts the campus community and how to respond to it. A package outlining the proposed model of service-delivery, a training strategy and resources will be shared with PPSI in both official languages to adapt to meet their unique needs.

This 11-month project is Phase 2 of the Project SO20146 “Rainbow Klub Capacity And Governance Development” will strengthen the capacity of The KLUB Community Centre to advance LGBTQ2+ equality. This will be achieved through the following activities: develop a multi-year plan, further internal operational policies and procedures, build internal capacity to provide community events, develop social media plan/map, evaluation tools, improve financial literacy and financial sustainability, create a volunteer engagement strategy, complete training on Anti-Racist/Anti-Oppression, De-escalation, Conflict Resolution and Safe® Spaces.
At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression to support the 2SLGBTQ+ movement.
