In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This multi-year regional project with Nishnawbe Aski Legal Services corporation will fund an educational based training initiative for criminal justice professionals. They will partner with an Indigenous artist to create a graphic novel and an animated video which will bring awareness and understanding of the root causes of Indigenous overrepresentation and Gladue principles in the criminal justice system and community-led options for addressing crime, including Indigenous and restorative justice programs.

The justice protocol will incorporate Indigenous knowledge, and teaching from Elders and Canadian justice principles while being cognizant of the structural and societal barriers faced by remote communities.

Indigenous People's Court Project

This multi-year project will support the development of an Indigenous Peoples’ Court (IPC) in Peterborough. The IPC will address the need for Indigenous persons to have the impacts of colonization taken into account when they are before the court, and for Indigenous cultural practices, as suggested by Gladue prinicples, to be considered when such individuals are involved in the justice system.

Working Together to Revitalize Anishinaabeg Inakonigaawin

This multi-year project intends to develop a a justice protocol in partnership between the Pikangikum Fist Nation and the Ontario Court of Justice that is in line with Anishinaabe teachings and Gladue Principles, respects the Canadian justice system, and is responsive to the needs of the community, including the needs identified during this project.

Technology Barriers for Indigenous Communities

Siksika Pomiikapi (Justice) Society is proposing to work with each of the other 4 Indigenous Courtwork delivery agencies in Alberta to deliver a multi-year project focused on access to technology for justice involved individuals with matters before the courts. A key focus of the project will be a needs assessment that will examine barriers to accessing technology across Alberta.

Sharing our Knowledge: Education on Gladue Principles in NB

It will develop, deliver and distribute education and training resources for justice professionals in New Brunswick on the impacts of colonization on Indigenous overrepresentation in the criminal justice system and how to adapt system responses and practices, given systemic barriers.

ON-Supervised Parenting Time

Supervised Parenting Time - This project will modify and/or expand existing supervised parenting time services in Ontario to address a growing backlog. It will improve the safety of vulnerable children and family members throughout the COVID-19 pandemic and the recovery phase. Funding will increase service capacity to vulnerable children and their families, expand existing services, implement innovative solutions and improve access to court-ordered supervised visits across the province.

Métis 101 for Justice System Professionals

This multi-year project in British Columbia will develop a Metis specific training program to educate justice professionals. Their program will support Metis cultural learning tailored to the justice system as well as non-Metis Canadians. This project will also help to connect Metis people to their culture and community as they will work with 38 Metis Chartered communities across BC to benefit government and justice professionals on the criminal justice system.
