About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Improving Institutional Accountability Project [Phase 2]

This 38-month project will pilot and evaluate a Canadian-advocate designed model of case review of police investigations inspired by the Philadelphia Model with the aim of improving police response to sexual assaults. By working closely with frontline advocates, communities, and the police, the organization aims to improve police accountability and ensure transparency for sexual violence survivors and the public. With this objective, the project will support local communities to test the model, including through the provision of training, technical knowledge and tools, relational assistance with police services, and access to ongoing coaching. It will further lead the creation of an advocate community of practice in order to support reviewers and build consistency in advocate reviews across Canada. The project will also explore the feasibility of remote reviewing to increase the model accessibility.

Empowering Youth: A Project for Young Trafficked Survivors

This 38-month project with the Women’s Support Network of York Region will develop and implement an intervention model that entails the provision of support and life choice options, community resources and self-efficacy development via trauma counselling, case management, advocacy, and program management and clinical supervision, with expertise in youth survivors of sexual violence to advance knowledge and enhance empowerment supports for survivors of human trafficking.
This will be achieved by providing individual crisis intervention, counselling, safety planning, mental health and substance abuse supports, support with systems navigation, access to healthcare, legal support, housing, education and job connections, and evaluation.
At the end of the project, the organization will have engaged and supported clients to develop their individual capacities and skills, to determine the course of their lives and community, and be empowered and supported in their natural abilities and capacities to handle their own affairs with maximized social well-being.
The project will include an external evaluation that will look at the success and scalability of the promising practices.

This 36-month project with PARTNERS Family Services Inc. will develop and implement a holistic, trauma-informed and culturally relevant program that assists in reintegration and healing, as well as community education and intervention practices to advance knowledge and enhance empowerment supports for survivors of human trafficking.
This will be achieved by delivering educational workshops to regional support organizations, empowering support to engage survivors of trafficking, developing resources to bring awareness of trafficking to regional hospitality industry, building partnerships with human services organizations in the region, and training for staff.
At the end of the project, the organization will have developed and implemented promising intervention practices that will advance knowledge and enhance empowerment supports for at-risk populations and survivors of human trafficking.
The project will include an external evaluation that will look at the success and scalability of the promising practices.
