In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Cornell team will collaborate with the NRC in leading additional focal?plane wavefront sensing and control development for the CAL 2.0 project, focusing specifically on adapting existing Speckle Nulling/Electric Field Conjugation codes to work with both the new CAL 2.0 SAPHIRA detector as well as the updated GPI 2.0 software stack. This work will involve drafting of interface control and functional design documentation, and an initial and final software implementation cycle. Once software implementation is complete, we will demonstrate and evaluate its operation on the as-built CAL 2.0 hardware.

The path of light in free space propagation is severely disturbed by atmospheric turbulence. Adaptive optics has demonstrated that it can effectively mitigate this problem for ground-based astronomy. Quantum key distribution for ground-to-satellite optical communication could also benefit from active atmospheric turbulence correction to improve channel fidelity. The performance of current adaptive optics systems remains limited, with correction residuals preventing from achieving very high-profile science cases, such as imaging exoplanets. One of the main limitations comes from the wavefront sensors, i.e. the devices used to sense the incoming fast-evolving stochastic aberrations. The Project aims to implement a new generation of wavefront sensors taking advantage of a single photon avalanche diode array integrated with advanced readout and signal processing electronics, also known as photon-to-digital converters.

Remote quantum sensing is one of the emerging technologies that exploit photonic quantum correlations for detecting, probing and imaging classical objects with fundamentally better performance than traditional approaches. The state-of-the-art theoretical and experimental studies in the field mainly focus on the generation and measurement of such quantum correlations under very specific and controlled conditions that can reveal the quantum advantage. However, the practical realization of these technologies with their ultimate performance also requires the manipulation of photonic quantum correlations, such as storage and reversible transfer between the entities, in a highly controlled and coherent fashion. In the Project, our goal is to explore and develop new methods of remote quantum sensing/imaging relying on quantum radiation in both the optical and microwave domains. The project team will explore different quantum remote sensing approaches and develop integrated platforms and systems (sources and detectors) that can find use in near-future applications, ranging from quantum Light Detection and Ranging (LiDAR) & Radar-based sensing to quantum imaging of biological samples.
