In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

High efficiency coupling components for SiN quantum photonic chips

The Small Teams project Quantum Photonic Integrated Circuits for Quantum Interconnects as a whole aims to develop a chip-based platform by which entangled photons can be generated and distributed between nodes in a quantum network. The emphasis of this particular collaboration, a sub-project of the Small Teams project will be on the development of technology that can deliver photons to external optical networks efficiently and at high rates in a robust package as required for practical implementation. Using nanowire quantum dot sources grown with a scalable site-controlled nucleation process and a transfer technique that allows for the incorporation of an arbitrary number of single emitters on-chip, the project team will develop a fully integrated on-chip platform for the production, manipulation and detection of quantum states of light. This collaborative project between Carleton and NRC will focus on, a fiber-to?chip coupling device with primary design targets of high-efficiency, polarization?insensitive and bandwidth-enhanced operation, as well as a reliable operation at 950 nm and 1550 nm.

The Cornell team will collaborate with the NRC in leading additional focal?plane wavefront sensing and control development for the CAL 2.0 project, focusing specifically on adapting existing Speckle Nulling/Electric Field Conjugation codes to work with both the new CAL 2.0 SAPHIRA detector as well as the updated GPI 2.0 software stack. This work will involve drafting of interface control and functional design documentation, and an initial and final software implementation cycle.
