About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Rebuilding Communities and Improving the Well-Being of Women and Girls in Iraq

The project works at improving the well-being for the most vulnerable women and girls in Iraq. It aims to do so by: creating safe spaces for women and girls to support them in their collective efforts for positive change; supporting meaningful community participation by women; working with men and boys to promote gender equality and positive role models; supporting local women’s rights defenders; contributing to an inclusive, women-led accountable Women, Peace and Security agenda. Project activities include: (1) building the capacity of parliamentarians (women and men) towards policy development that strives to improve gender equality (GE) and promote the participation of women in the rebuilding of their communities; (2) providing technical and financial assistance for women's rights organisations (WROs) and groups of women’s rights defenders, including, training and coaching in GE, human rights (HR), policy development, network development and livelihoods programming; (3) with the assistance of the WROs, establishing child-friendly women’s spaces where women can meet to seek assistance, education, exchange ideas and discuss matters of importance to the rebuilding of their communities; (4) training for community leaders (who are mostly men), as well as men and boys in GE and issues pertaining to women and girls (and in some cases men and boys) in their communities such as HR, sexual and gender-based violence, and sexual and reproductive health and rights, in order to garner support for improved lives of their mothers, sisters and daughters; (5) establishing networks between women, WROs and community leaders to ensure women’s voices are heard and that they participate in the rebuilding of their communities, develop and conduct a social media campaign with GE messaging based on the work with community leaders, men, boys, women and girls to champion GE.

Together Against Violence - Women of Bolivia: Your Rights, Your Budget

Description:

This project aims to reduce and prevent violence against women in Bolivia and improve public services at the municipal level, in order for them to better respond to the needs of women. Violence against women is the main obstacle to women’s ability to exercise their rights, to gain autonomy at the economic, social and political level and to contribute to the country’s development. The project focuses on the transformation of social and cultural attitudes in order to reduce the social acceptability of violence against women and youth. It also strengthens the capacities of key stakeholders at the municipal level in budgeting techniques in order for these to integrate the needs of women and girls.

The activities of the project include the development and implementation of: 1) awareness-raising campaigns on beliefs/attitudes targeting youth and teachers; 2) a training program on leadership organized for young women and strategic allies; 3) a program and tools to strengthen the competencies of civil society leaders and municipal decision-makers in gender-sensitive budgeting; 4) a digital platform on the budget and municipal services as a means for fostering greater interaction between civil society and the municipalities targeted by the project.

The project is being implemented in seven municipalities of the metropolitan regions of La Paz, Cochabamba and Santa Cruz, which represent 40 % of Bolivia’s population, or about 4.2 million inhabitants (CENSO 2012). A total of 29,000 people, 57 % of whom are women, are directly benefitting from the project. Moreover, the project aims to strengthen the management and budgeting capacities of more than 350 municipal decision-makers, 80 % of whom are women.

This project is part of Canada’s Women’s Voice and Leadership Program, which supports local and regional women’s organisations and networks that are working to promote women’s rights, and advance women’s empowerment and gender equality in developing countries. This is done by supporting activities, building institutional capacity, and promoting network and alliance-building as women’s rights and feminist organizations are critical agents of change. The Program also responds to the globally recognized, significant gap in funding and support to women’s rights organizations and movements around the world.
The project seeks to advance gender equality in Pakistan by: (1) supporting the work of, and strengthening women’s rights organizations (WROs); (2) supporting capacity building in proposal development, leadership skills, media, legal frameworks pertaining to women, and on feminist monitoring, evaluation and learning; (3) providing organizational development training to select WROs based on needs identified by them; (4) providing direct grants for operational support and to facilitate the implementation and monitoring of WROs’ programs; and (5) providing responsive funding, research grants and funding for developing one national level alliance.
