In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Socio-Economic Advancement of Indigenous Womxn

This 26-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Anish Corporation will achieve this by implementing a project to advance the socio-economic standing of Indigenous womxn. This will involve the delivery of workplace skills training responsive to individual identity and needs to 3 cohorts of Indigenous womxn; supporting and facilitating job interviews and placements for participants with employers identified as demonstrating a willingness to accommodate and adapt to the needs of all employees and to examine their internal systems for change; and providing Indigenous cultural support services to both employed participants and the employer post-hiring, to ensure retention of Indigenous womxn who will collaboratively influence and effect meaningful institutional change alongside the employer.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and addressing persistent harmful gender norms and attitudes to support women’s equality.

Increasing the Number of Women Leaders Across Canada Through the Development of a National Caucus of Elected Women Leaders

This 38-month project includes phase 1 and phase 2 of a five-phased approach for the development of the National Caucus of Elected Women Leaders (NCEWL). This project would support political advocacy work using a GBA+ lens, as identified by the NCEWL from across the regions in Canada. As a result of this project, a much broader leadership and holistic lens will be applied to the safety and well-being of First Nation women in Canada on national matters.
The Assembly of First Nations will establish a National Caucus of Elected Women Leaders, comprised of all elected woman chiefs, tribal council chairs, and grand chiefs from across Canada to work cooperatively with the AFN Women’s Council on their existing priorities and processes. AFN and the NCEWL will draft terms of reference, roles and responsibilities, rules and procedures, scope of activities, and identify national priorities. AFN’s Women’s Initiatives Policy Unit will focus on developing the scope of ongoing work which will be based upon the identified priorities of the NCEWL in support of the political and social aspirations of First Nations women and girls.
Ultimate Recipient agreements will be in effect with each region, with the exception of Ontario, to support the work of the National Caucus of Elected Women Leaders by region, as each one is unique in its histories, systems, priorities and aspirations for its First Nation Women and Girls. These regional approaches will feed into AFN’s national responses.
Implementation of the First Nation GBA+ (FNGBA+) framework will help to improve the overall socio-economic status of women and girls, with attention paid to the social determinants of health. This FNGBA+ framework would undertake a systematic examination of how different women in First Nation groups will likely be affected by a proposed action or decision on a go forward basis. The FNGBA+ framework would then be used to minimize unanticipated adverse consequences in a variety of contexts, including the analysis of proposed policies, institutional practices, programs, plans and budgetary decisions. The FNGBA+ framework will be a vital tool for preventing institutional gender-based racism in the First Nation context and for identifying new options to remedy long-standing inequities.

Creating Diversity, Equity and Inclusion System Change in

With this 26-month project, Electricity Human Resources Canada (EHRC) will support a feminist response and recovery from the current impacts of the COVID-19 pandemic through systemic change. The project will address systemic barriers within the recruiting, hiring, onboarding, and retention of women in the electricity industry.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices and increasing networks and collaboration to accelerate systemic change. The project will support a positive distribution of authority, voices, and decision-making power, while addressing persistent harmful gender norms to support women’s equality.

Allies in the Workplace - Creating Change, Advancing Women, and Educating the Aviation Industry

This 25-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Elevate Aviation will achieve this by addressing systemic barriers within the aviation sector in Canada. The organization will develop assessment tools to effectively assess the current Equity Diversity and Inclusion (EDI) status of companies within the aviation industry. They will develop a cohesive plan for employers to implement in their workplaces to improve their EDI policies and procedures, and engage and provide training to advance gender equality in aviation. Elevate Aviation will assist organizations in removing barriers to entry for women into aviation careers by putting EDI at the forefront of their recruitment goals. Finally, they will assist organizations to develop a succession plan to achieve 50-30.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, addressing persistent harmful gender norms and attitudes, and supporting positive distribution of authority, voices, and decision-making power.

Unlocking the Growing South Asian Female workforce with national study, action plan, and pilot programs

Through this multiyear and multi-phased PAE’s National Study, Action Plan, and Pilot Program will help advance women’s recovery from the economic and employment impacts of COVID-19 through systemic change. Specifically, the project will measure and identify systemic barriers with the South Asian unemployment rate with advancement of inclusive policies and practices; increase networks and collaboration to accelerate change; support positive distribution of authority and decision-making; address persistent and harmful gender norms and attitudes.
Grounded in data, the initiative is broken into four parts:1) National study to identify and measuring the barriers faced by South Asian women using a combination of a mass survey and interviews; 2) Report dissemination focused on addressing the top barriers, relevant findings and engaging the South Asian community, companies, and not-for-profits on an action plan; 3) Pilot Programs - Launching 1-3 programs in the top identified and prioritized sectors as partners to remove the top identified systemic barriers in the experience of participants; 4) Follow up results study to measure any changes with respondents in pilot programs with focus on improving the high unemployment rate among South Asian women and distributing results with like networks.
