In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Indigenous Cultural Safety Training for Municipal Police in BC

This multi-year project in BC will develop Indigenous Cultural Safety Training for Municipal police and recruits trained through the Justice Institute of BC, on the impacts of colonization, the barriers, and the challenges Indigenous people face. The course will be developed from Indigenous Elders, Knowledge keepers and communities using trauma-informed practice and will aim to teach about culturally appropriate restorative and traditional Indigenous justice processes as well as history of Indigenous people in Canada including the history and goals of Gladue Principles.

Training for Justice Professionals on Gladue Principles in BC

The Native Courtworker and Counselling Association of British Columbia will work in partnership with Legal Aid British Columbia to expand education and advocacy of Gladue Principles across the province, addressing a gap in education with justice professionals on the historical and present-day contexts of Indigenous incarceration. It will focus on barrier-free culturally relevant support and the importance of partnerships and collaboration with justice and community stakeholders.

This multi-year project will develop education resources and deliver seminars for criminal justice system professionals in British Columbia using Gladue Principles. Key partners include community-based Indigenous justice programs, Indigenous Nations, and criminal justice system actors. Training sessions will be created in collaboration with these partners and will incorporate Elder and knowledge-keepers into their delivery.
