In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Our Kitchens, Our Foods: A food sector systems change initiative supporting immigrant and racialized women

This 28-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. caterToronto will achieve this by: working with community-based researchers to engage racialized and immigrant women at all levels of the food industry across the Greater Toronto and Hamilton Areas, to examine the issues and barriers they face and make recommendations for systemic change; compiling the findings in a report and presenting it at a multi-stakeholder conference; and informing working groups from priority neighbourhoods to help them develop action plans to implement the findings. Monitoring and evaluation of the success of various activities will be conducted by a third-party evaluator in the form of surveys contributing to the final report.
At the end of the project, the organization will have contributed to addressing systemic barriers by: advancing inclusive policies and practices; encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; supporting positive distribution of authority, voices, and decision-making power; and addressing persistent harmful gender norms and attitudes to support women’s equality.

This 28-month project will foster a feminist response and recovery in the context of the current impacts of the COVID-19 pandemic through systemic change. To achieve this, the Centre d’intégration au marché de l’emploi (CIME) plans to develop and implement, in collaboration with the working committee, activities aimed at deconstructing the prejudices, stereotypes and beliefs that perpetuate inequalities and socio-economic inequities between women and men, promoting greater diversification of career choices for girls and women, and reducing occupational segregation. These activities will be deployed throughout the Eastern Townships in employability organizations, particularly in businesses and other socio-economic development structures. CIME will achieve this objective by mobilizing these organizations and businesses to integrate the activity kits into their programming in a sustainable manner.
At the end of the project, CIME will have contributed to changing gender norms and attitudes by establishing a partnership network committed to fighting against inequalities and socio-economic inequities between men and women and by increasing this network’s ability to take action on this issue.
