In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

March 2026 - Sudan is facing one of the world’s most severe and complex humanitarian crises, driven by armed conflict, mass displacement, collapsing state institutions, and recurring disease outbreaks. The ongoing conflict has resulted in the largest internally displaced population globally and the collapse of livelihoods, markets, and services across the country. More than half the population are in need of humanitarian assistance. The impacts are felt across the region, heightening insecurity and driving large-scale refugee movements that are straining already fragile host countries.

With GAC’s support, in a consortium led by Care Canada; Care, CLWR and Oxfam will respond to the emergency needs of people affected by the Sudan crisis in Sudan, Chad and South Sudan. Project activities include: (1) providing gender-responsive and inclusive protection services, including GBV prevention and response services; (2) providing safe drinking water; (3) rehabilitating gender-responsive and inclusive water systems, latrines and handwashing facilities; and (4) providing health care services, including sexual and reproductive health services.

This grant represents Canada's long-term institutional support to the International Organisation of La Francophonie (OIF). The OIF uses these funds and other donors’ funding to achieve its mandate and implement programming aimed at improving the well-being of populations across the Francophone world, particularly young people and women. Through this funding, Canada supports the OIF’s efforts to promote the French language and Francophone cultural products; strengthen peace, democratic governance, human rights, and gender equality; improve access to quality education and training for young people; promote trade within the Francophone world; and increase resilience and empowerment in response to economic, environmental and social challenges.

February 2026 - Food insecurity remains at alarming level in many countries, driven by conflicts, climate change, and economic shocks. The World Food Programme (WFP) is the United Nations’ frontline agency in the fight against hunger. It responds to emergencies and saves lives by quickly getting food assistance to crisis-affected populations. WFP also provides common services to humanitarian agencies by transporting humanitarian workers and light cargo and conducting emergency medical and security evacuations.

With the support of Global Affairs Canada (GAC), WFP provides targeted emergency food assistance to crisis-affected populations to reduce acute food insecurity and malnutrition and protect livelihoods. Project activities include: (1) distributing food and cash-based transfers; (2) providing supplementary feeding for children under the age of 5 years, as well as pregnant and lactating women and girls; and (3) providing logistical support to humanitarian agencies and enabling access to the most remote and hard-to-reach locations. The Global Fund to Fight AIDS, Tuberculosis and Malaria uses these funds and other donors’ funding, to achieve its mandate. Created in 2002, the Global Fund to Fight AIDS, Tuberculosis and Malaria is a unique, public-private partnership and leading international financing institution dedicated to mobilizing additional resources to prevent and treat AIDS, tuberculosis and malaria. It is a partnership between governments, civil society, the private sector, and affected communities that represents an innovative approach to international health financing. This grant supports the Global Fund’s 2023-2028 Strategic Plan, the primary objective of which is to end AIDS, tuberculosis and malaria, with a focus on making catalytic investments and leveraging innovations for faster progress in reducing new infections in 126 low and middle-income countries. The Global Fund’s model centers on the concepts of country ownership and performance-based funding, which means that organizations and institutions in developing countries implement their programs based on their priorities and must be able to show achieved results. This grant contributes towards meeting the Sustainable development goal target of eliminating HIV, tuberculosis and malaria as epidemics by 2030 by supporting countries to scale up treatment and prevention services. This grant also contributes to improving the health and rights of women, adolescents and children by breaking down barriers to access to life-saving prevention and treatment services. It also focuses on international assistance efforts on helping the poorest and most vulnerable. To date, the Global fund has saved over 70 million lives.

This project will advance a made-in-Canada handheld bioprinting system (INSITE), engineered to treat severe skin injuries in space and in remote environments where conventional surgical care is unavailable. The device enables the operator to print thin, bioactive layers directly onto wounds, accelerating healing while reducing scarring, pain, and donor-site morbidity. The project includes the validation of INSITE’s performance in microgravity aboard Virgin Galactic’s Delta spacecraft flight and will involve developing direct-use cryopreserved bioinks that eliminate the need for on-orbit culture. Deliverables include a flight-tested handheld bioprinter, validated cryopreserved bioinks, and standard operating procedures for suborbital use.
