In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Indigenous recipients
The Recipient will engage in meaningful two-way dialogue regarding economic participation in the Trans Mountain Expansion Project, to benefit their communities. The following activities will be undertaken: participation in bilateral and/or multilateral meetings organized by Finance Canada, through methods including virtual and teleconference capacity, in-person, or written submissions. Participation includes, but is not limited to: gathering and representing the views of the Participant’s community members, acquiring external expertise (e.g., legal, financial, economic), preparing verbal and/or written reports, committing staff hours, and travelling to meet with Finance Canada officials in support of the engagement process and the formation of well-informed views.

The Recipient will engage in Step 2 of Finance Canada's engagement process on Indigenous economic participation in Trans Mountain. The Recipient will work towards the general objective of enabling participating Indigenous groups to make an informed decision on if whether and how they wish to be represented in a potential future negotiation with Canada on Indigenous economic participation in Trans Mountain. Eligible activities include: conducting outreach, communication, and recruitment among participating Indigenous groups; establishing internal governance structures; engaging experts (including legal); and engaging support to provide secretariat services, including coordination and communications with members groups.

This project provides an unclassified multi-domain situational awareness tool to merge the airborne track picture (Automatic Dependent Surveillance–Broadcast) with the maritime track picture (Automatic Identification System) integrated with geospatial decision support tools providing rapid situational awareness accessible anywhere in the world via space-based Internet access. This near real-time picture of vehicle movements, combined with real-time weather and geospatial data will allow commanders to make informed decisions, anywhere, anytime wherever deployed around the world.

A cloud-based, automated surface deformation mapping framework using artificial neural networks and radar interferometry: Steps toward commercializing RADARSAT Constellation Mission data
KorrAI Technologies is combining Interferometric Synthetic Aperture Radar (InSAR) with cloud computing and artificial intelligence to provide an efficient framework to automatically detect changes in surface movement. With the RADARSAT Constellation Mission (RCM) repeat interval of 4 days in Canada, KorrAI Technologies’s solution will provide near real-time, dynamic surface deformation monitoring. KorrAI Technologies proposes to commercialize the petabytes of over twenty years’ worth of historical radar data collected from the previous RADARSAT-1 mission, as well as ongoing data collected by the RCM mission, providing Canadian firms with an unprecedented level of data access and analytical capabilities.
