In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Increasing Access to the Colchester Historeum's School Records

This project aims to facilitate improved access to a significant collection in the Colchester Historeum’s archival holdings. It includes the arrangement, description, and rehousing of approximately 44 meters of school records. Finding aids will subsequently be created. The school records span from 1881 to 1981 and represent nearly 160 schools in Colchester County. They contain vital information about individuals from Colchester, including date of birth and parent / guardian details, which are not always available through other resources. Currently, the records are difficult to access as they lack arrangement and description and are in poor physical condition. These initiatives will not only improve public and internal access but also contribute to preventative conservation of the school records. As part of the process of rehousing the school records, they will be digitized with the use of an A3+ overhead scanner. An estimated 10,000 scans will be produced.

Alexis Oral Histories Project

This project will focus on digitizing oral histories by recording interviews. This activity is urgent, given that the knowledge pool continues to shrink as Elders pass away. The Nation has been cataloguing and digitizing the Nation’s oral histories for decades. Archives support the survival of oral history, language revitalization, assertions of land rights, reclamation of identity, and recovery from genocide. This project will refine the capacities built during the previous Alexis History Project, made possible by the DHCP. Three researchers will be hired. They will be assisted by fluent Stoney speakers to conduct interviews with Elders.

Consolidating, Preserving and Disseminating the Jean le photographe Collection

The Société d’histoire du Lac-Saint-Jean is seeking to digitize and publish approximately 22,000 photos from the Jean le Photographe fonds, in order to preserve these visual archives, which bear witness to sixty years of regional history, and make them accessible to the public.
The images will be filed in the photo module of the Société d’histoire du Lac-Saint-Jean’s database, on the organization’s website. This will give researchers access to the photo bank online.

Democratizing Crowdsourcing. Creation of Online Training, Provision of Digital Tools, Accompaniment by Francophone Archival Services

The purpose of the project is to make crowdsourcing—that is, seeking the public’s assistance to increase awareness of the archives—available to the community of Francophone archivists, both inside and outside Quebec. The project consists in developing online training (short videos, theoretical content, educational activities, collaboration spaces) for a wide variety of archive services, particularly services for the French-speaking and Indigenous minority populations, and making this training available at no charge. The goal of this online training, which is intended to be self-supporting, is to build knowledge through sharing experiences and holding activities within a community.

Improving Archival Management of Newspapers and Newsletters in the MHSO Archives to Increase Access

The Multicultural History Society of Ontario (MHSO) is rearranging and re-describing its archival holdings in a multi-year initiative. Its overall objective is to increase public awareness of, and access to, archival materials documenting the histories of ethnocultural and Indigenous communities. In the final phase of the initiative, the Society will focus on collections of hardcopy newspapers and newsletters currently in storage. Specifically, it will review and appraise 325 newspapers and 585 newsletters produced by / for 50 different communities. It will rearrange—both physically and intellectually—and then re-describe these materials. It will prepare administrative histories based on research it conducts for the newspapers and the organizations that produced the newsletters.

Digitizing Rossland History

The Rossland Museum and Discovery Centre (RMDC) completed a high-level inventory of its archival collection in 2020. During this inventory, RMDC identified several sets of items that would benefit from digitization. These collections, previously unknown or under-utilized, consist of 180 level maps of the Rossland mines and a collection of almost 1,000 photo negatives of individuals and scenes related to Rossland’s history. The objectives of this project are to digitize and rehouse these items and add them to RMDC’s online database.
