In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Digital Leaders of Tomorrow: An Accelerator Program Empowering Future Women Leaders to Shape Diversified Workforces

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Canadian Women in Communications and Technology will achieve this by addressing discriminatory legislation, policies, and practices that prevent women from fully participating in the social, political and economic spheres, designing and implementing policies and practices to increase women’s labour market participation and opportunities, and by designing and implementing policies and practices to increase women’s leadership in democratic, civic, public or private sectors.
At the end of the project, the organization will have contributed to addressing systemic barriers by increasing networks and collaborations to accelerate systemic change, and by supporting a positive distribution of authority, voices and decision-making power to support women’s equality.

Think Women: Peer Network for a Feminist Economy

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Women’s Economic Council will achieve this by supporting the inclusion of women’s voices, particularly low-income women, women with disabilities, BIPOC, LGBTQ2+ and other marginalized and underrepresented groups in the planning for the economic recovery through local collaboration and in-person leadership.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. PRUDE INC. (Pride of Race, Unity & Dignity through Education) will achieve this by establishing a steering committee, promoting the project and recruiting interviewees, gathering stories about systemic barriers for visible minorities/BIPOC women, developing recommendations in partnership with municipalities and implementing recommendations.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change and addressing persistent harmful gender norms and attitudes to support women’s equality.
The experience and knowledge of visible minorities/BIPOC women and girls will be utilized to identify challenges, inequalities and systemic barriers this population faces which were exacerbated during the COVID-19 pandemic. Based on these findings, the Steering Committee will disseminate an action plan and formulate recommendations to advance social and economic prosperity of racialized women and girls in the greater Saint John area.
