In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Collaborating for policy impact to support women food entrepreneurs

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Small Scale Food Processor Association will achieve this by engaging food policy organizations and foundations that fund food initiatives across Canada to create a national voice for women small scale food processors, analyzing and documenting current policy barriers impacting women in this industry, developing resources to build on an ecosystem model to support female small scale food processors, and by creating policy briefs with recommendations to advocate for change with provincial and federal ministries related to food systems and women’s economic security in British Columbia, Nova Scotia and Ontario.
At the end of the project, the organization will have contributed to addressing systemic barriers by increasing networks and collaboration to accelerate systemic change, encouraging more equitable and effective sharing of resources, and by advancing for inclusive policies and practices to support women’s equality.
Key partners PARO Centre for Women’s Enterprise in Ontario and Farm Works in Nova Scotia will be deeply involved in the Project Advisory Committee and in developing a resource sharing plan and project activities in their distinct provinces.

Canadian Centre for Women in Science, Engineering, Trades and Technology will achieve this by addressing discriminatory legislation, policies, and/or practices that prevent women and/or girls from fully participating in the social, political and economic spheres, design and implement policies and practices to increase women’s labour market participation and opportunities, , engage men and boys to combat harmful gender norms and advance gender equality, design and implement policies and practices to increase women’s leadership in democratic, civic, public or private sectors, build relationships between equality seeking organizations and other stakeholders to collaborate across sectors to advance gender equality.

Empowering Inuit Women in Leadership: an environmental scan and needs assessment

This 6-month project will address gendered-based violence against Inuit women by supporting the advancement of equitable opportunities that promote success and safety of Inuit women. The project will develop a solutions-based approach with a focus on the
advancement of Inuit women's leadership. This will include activities such as a needs assessment, environmental scans, scoping and recommendations to increase Inuit women's leadership and advancement of safety in leadership roles.
Using a gender-based analysis plus lens, Pauktuutit will undertake an assessment that outlines gaps, barriers, and opportunities to increasing participation of Inuit women and girls in leadership and decision-making roles. The assessment will be informed by
available research and data, engagement with community members and other relevant stakeholders.
Ultimately, this project aims to increase the capacity and strengthen GBV prevention programming and supports, for Inuit women (including urban) and will directly impact Inuit women's ability to address their core safety needs when experiencing violence.

Providing Culturally Relevant and Responsive Career Pathways for Black Women in Ontario

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. 11399527 Canada Society operating under the name of Future Black Female (FBF) - will achieve this by developing tools and resources to provide one-on-one career counselling and gather information on the barriers that Black women face in the labour market; organizing a regional educator and employer-focused career fair that is culturally relevant and responsive to the unique challenges experienced by Black women; engaging in ongoing collaborations with various community and corporate organizations to effectively mitigate the barriers to the economic security and prosperity of Black women in Ontario and creating and advocating for equitable and inclusive opportunities for Black women in the labour force, especially in recession proof career paths.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; increasing networks and collaboration to accelerate systemic change; encouraging more equitable and effective sharing of resources and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
This project will work with partners, including Family and Children's Services Niagara, other Children's Aid Societies, Pathstone Mental Health, Colleges and Universities, private companies and the corporate sector across Ontario to improve collaboration, lead dissemination and increase uptake of system transformation policy and programs recommendations for equitable and inclusive opportunities for Black women in the labour force.

Aligning Rural Feminist Leadership & Organizations for Systems Change

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Women's Rural Resource Centre of Strathroy and Area will achieve this by strengthening collaboration across the gender based violence (GBV) ecosystem in the areas of governance, leadership, infrastructure, programs and services; addressing gaps and barriers related to gender based equity and inclusion in policies and procedures; establishing communities of practice and opportunities for collaboration between rural GBV leaders across the region culminating in an inaugural Rural GBV Summit; supporting women with lived experience to amplify their voices and increase participation of rural women and girls impacted by GBV in rural systemic change. At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, supporting positive distribution of authority, voices and decision-making power and increasing networks and collaboration to accelerate systemic change to support women’s equality. This project will work with partners, including Huron Women's Shelter Second Stage Housing and Counselling Services, Optimism Place Stratford, the Centre of Organizational Effectiveness to enroll other community partners from intersecting sectors such as justice, health, poverty/homelessness, social services and education to engage in systemic change initiatives using a GBA+ lens to improve collaboration, address systemic structural barriers, and create inclusive, equity based policies, procedures, practices and programs across the region to decrease gender bases violence.

Muslim Women: Breaking Down Barriers For Gender Equality

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Healthy Muslim Families Inc. will achieve this by conducting research and a gap analysis of GBV in Muslim Community, establishing a Muslim Women GBV advisory committee, establishing a roundtable of Muslim serving organizations, conducting community engagement sessions with survivors, Muslim community, Muslim leaders and service providers, establishing a Muslim Women Career Advancement committee, and through developing a healing and empowerment program that is culturally appropriate, anti-racist and trauma informed.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and addressing persistent harmful gender norms and attitudes to support women’s equality.

This 29-month project will consist of developing and implementing an approach that will identify and consolidate access to French-language and culturally appropriate services for women and girls experiencing violence in British Columbia to address the root causes of gender-based violence. Société Inform’Elles Society will achieve this goal by identifying gaps in services or resources to serve Francophone women who have experienced gender-based violence by establishing two key partnerships with organizations in anti-violence sectors to develop and enhance their services for Francophone women. In addition, Inform’Elles will promote these new avenues by engaging the French-speaking community and sharing the lessons learned from the project through regional and national networking.
At the end of the project, the organization will have contributed to removing systemic barriers by promoting inclusive policies and practices, fostering more efficient and equitable sharing of resources, and increasing networks and collaboration to accelerate systemic change.

The Pass It On Boys Mentorship Program

This 29-month project will develop and implement a mentorship program for boys and young men to address the root causes of gender-based violence. The Circle Salt Spring Education Society will achieve this by designing, implementing, and evaluating peer-mentorship, community mentor, and experiences-with-elders models to help boys and young men prevent and address gender-based violence in their communities.
At the end of the project, the organization will have developed a promising practice that will engage men and boys to combat harmful gender norms, advance gender equality, and increase networks and collaboration to accelerate systemic change.
This project will involve annual multimedia storytelling activities to record and measure themes, topics, and core principles. A formalized curriculum will be developed to sustain the impact of the project model.
Supplemental funding in January 2024 will be used to offset unexpected costs for insurance, facilities and communications.
