In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

R3Work: Reframing, Re-Imagining and Redesigning Work for a Feminist Future

This 23-month project will support a feminist response and recovery from the current impacts of COVID-19 through systemic change. The University of Toronto’s Institute for Gender and the Economy (GATE) will achieve this through a project titled “R3Work” to: 1) REFRAME inequity as innovation opportunity – by building a community of practice in gender-based analysis by scaling GATE’s Gender Analytics training program, 2) RE-IMAGINE a future where care work is valued – by building a National Research Network on Care Work in the Recovery Economy; and 3) REDESIGN workplaces for equity – by testing structural interventions for systemic change.
At the end of the project, GATE will have 1) encouraged a more equitable and effective allocation of resources by scaling a practical 5-course specialization on gender analysis to be used by the Canadian public, 2) increased networks and collaboration to accelerate systemic change by building a National Research Network on Care Work in the Recovery Economy, and 3) advanced inclusive policies and practices by developing and testing structural interventions, identifying best practices and identifying useful policies.
This project will collect and disseminate to the Canadian public digital stories from a diverse group of people of how they have used gender-based analysis to improve policies, products and services. GATE will also convene diverse members into the Research Network on Care Work in the Recovery Economy to document the challenges experienced due to the pandemic and then will disseminate key recommendations for policies towards a care-based recovery from the impacts of COVID-19.
