In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Her Say Her Way - Inclusive Pandemic Recovery Plan

This 12-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The York Region Women's Foundation will achieve this by developing an advisory board, conducting a survey and focus groups among racialized women and girls, developing a Recovery Action Plan and disseminating this plan among political leaders and stakeholders.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
This project will bring together South Asian and Black women and girls with lived experience to document the challenges experienced due to the pandemic, and to lead the dissemination of key recommendations for policy and programs towards a recovery from the impacts of COVID-19.

Centring the voices of racialized mothers and educators in shaping child care response and recovery

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Better Child Care, Ontario Inc. Will achieve this by (1) conducting a literature review, a sector scan and community meetings and consultations; (2) establishing a working group on Child Care COVID response; (3) developing community mobilization forums; (4) facilitating training and developing toolkit for lobbying, (5) reporting on results and disseminating knowledge and recommendations across Canada.
At the end of the project, the organization will have contributed to addressing systemic barriers by supporting positive distribution of authority, voices and decision-making power, increasing
networks and collaboration to accelerate systemic change, addressing persistent and harmful gender norms and attitudes and advancing inclusive policies and practices to support women’s
equality.
The project’s partner, the Association of Early Childhood Educators Ontario (AECEO), will play a key role in consultation, community engagement and support, outreach throughout the project
and will be involved to share their expertise. Better Child Care Ontario Inc. Will establish other relevant partnerships during the implementation of the project to ensure its success and
advance child care policies from the current impacts of COVID-19.
