In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Gender Diversity Toolkit-Advancing Women In Leadership

Description:

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Newfoundland and Labrador Organization of Women Entrepreneurs, Inc (NLOWE) will achieve this by reviewing and modifying inadequate policies and practices at organizational and sectoral levels, conducting a needs assessment and jurisdictional scan, engaging networks and partners to assist with the education and awareness campaign, as well as developing and delivering a gender-diversity tool kit. NLOWE will also encourage young women and girls in rural areas, including women living with a disability, to advance in leadership and decision-making positions, including senior management and board directors’ positions.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, and by increasing networks and collaboration to accelerate systemic change to support women’s equality.

To create systemic change through policy development and organizational practices and policies, NLOWE will be partnering with the private sector, industry associations and municipalities as well as with Inclusion NL and the Economic Developers Association of Newfoundland and Labrador (EDANL).

Mapping Our Future: A 10-year Vision for Change for Women with Disabilities

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. DAWN Canada will achieve this by addressing discriminatory legislation, policies, and/or practices that prevent women and/or girls from fully participating in the social, political and economic spheres. This project will build relationships between equality seeking organizations and other stakeholders to collaborate across sectors to advance gender equality as well as convene and strengthen the feminist movement to collaboratively advance gender equality.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices and increasing networks and collaboration to accelerate systemic change to support women’s equality.

This project will use a cross-disability, feminist and intersectional framework to center women with disabilities in a feminist recovery. This will be done by convening a broad cross section of stakeholders to identify, prioritize and respond in a unified voice to key policy and service delivery gaps that result in the exclusion of women with disabilities from Canada’s socio-economic life. The project will focus on economic inclusion in Ontario and Quebec, and Gender-Based Violence in the Atlantic and Prairie regions.

As a result of this project, it is expected that women with disabilities will set the stage to map the future development of federal and provincial policy and program responses related to a feminist social and economic recovery, and that women with disabilities will be centered in the design of Canada’s National Action Plan on Gender Based Violence. This project will set the stage for the next decade of broad-based cross-sectoral collaboration to respond to the systemic exclusion of women living in Canada with disabilities.
