In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

LGBTQ+ community visivility in rural Francophone New Brunswick

This 17-month project aims to strengthen the capacity and networks of the Rendez-vous de la fierté Acadie Love inc. organization to promote LGBTQ2 equality. The following activities will achieve the project's objectives: strengthen management capacity through strategic, operational and financial planning; strengthen the capacity of the organization and its employees; strengthen collaboration between LGBTQ organizations in the region; increase the capacity of the LGBTQ2 sector; and raise awareness among Francophone populations about the presence and issues of LGBTQ2 communities in Francophone minority communities.
By the end of the project, the organization will have developed long-term sustainability and an internal governance plan to ensure continuous development. The organization will also have established collaboration among community organizations and other sector partners to raise awareness and integrate the LGBTQ2 community of New Brunswick.

The visibility of LGBTQ+ communities in rural Francophone New Brunswick

This 17-month project will strengthen the capacity and networks of le Rendez-vous de la fierté Acadie Love inc. in order to promote LGBTQ2 equality. The following activities will help achieve the objectives of the project: support management capacity through a strategic, operational and financial plan; build the capacity of the organization and its employees; strengthen collaboration between LGBTQ2 organizations in the region; increase the capacity of the LGBTQ2 sector and make francophone populations aware of the presence and issues of LGBTQ2 communities in minority Francophone communities.
Rendez-vous de la fierté Acadie love inc. will use the additional funds to pay for an employee’s salary and related costs as well as the hiring of consultants. The funds will also be used for research purposes, more specifically for the collection of data and statistics on the needs of Francophone LGBTQ2 organizations in New Brunswick.
At the end of the project, the organization will have developed a long-term sustainability plan and an internal governance to ensure continued development. The organization will have established a collaboration between community organizations and other partners in the sector with the objective of raising awareness and integrating the LGBTQ2 community in New Brunswick.

This 29-month project will strengthen the capacity and networks of Fierté Fredericton Pride Inc. This will be achieved by building internal capacity, strengthening collaboration amongst organizations by establishing a provincial network of LGBTQ2 organizations
and amplifying sector capacity at large by hosting events and workshops.
At the end of the project, the organization will have developed their internal governance, built a network within the LGBTQ2 sector across New Brunswick and provided opportunities to LGBTQ2 organizations to build their own capacity.
A supplement for a phase 2 was granted to elaborate a Strategic Plan to improve their capacity to share resources and knowledge, to develop learning modules to enhance the capacity of their network, to collect evidence on the needs of the LGBTQ2 population across the province, as well as to build the advocacy skills of the board members.
