In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 30-month project, Puakuteu, comité de femmes de Mashteuiatsh, will develop and implement a system of support workers to strengthen the gender-based violence sector. The organization will address access to adequate and appropriate resources on violence in the community; the need to provide women experiencing violence with tools; and the need to reshape Pekuakamiulnuatsh women’s identity and include the cultural dimension in implementing holistic solutions by, for, and with Indigenous women.

To achieve this goal, the project will include developing a communication plan to reach and recruit the target population of women who could act as a support worker, developing the support worker system, and raising awareness within the Mashteuiatsh community on gender-based violence.

An external evaluation will help measure and assess the impacts of this promising practice. Puakuteu, comité de femmes de Mashteuiatsh, will visit various Indigenous communities to inform others about the promising practice so that they can emulate or scale it.

Community Wisdom - Systemic Change

This 31-month project, managed by a young Inuit woman, VIDEA will scale Shared Wisdom promising practice to strengthen the GBV sector. The project will form a group of 6 youth leaders including Inuit youth in Iqaluit, NU and Nunatsiavut, NL, Métis youth in Fort Vermilion, AB, First Nations youth in Lytton and Lil’wat, BC and Yellowknife, NWT.

It will address the need for youth-led, community-immersed solutions and systemic interventions to address the crisis of GBV against Indigenous women, girls and 2SLGBTQ+ people. Community Wisdom will include Indigenous youth-led, culturally-relevant, land-based community engagement on GBV, Indigenous-centered wellness and healing for men and boys, comprehensive community action plans for systemic intervention, strong partnerships with and between youth and communities. Leading to increased capacity of Indigenous youth of all genders to address GBV, enhanced capacity of men and boys to champion GBV-free families and communities, increased capacity of Indigenous communities to influence systemic change on GBV, and increased stakeholder engagement in creating systems and policies that address GBV against Indigenous women, girls and 2SLGBTQ+ people.

VIDEA will create innovative resources grounded in methodologies used in community engagement, with promotion of these resources to communities, organizations, institutions, and wide promotion online.

Through this 30-month project, 11399527 Canada Society (O/A Future Black Female) will develop and put in place the Black Youth United Against GBV & IPV pilot project to strengthen the GBV sector. It will address knowledge and awareness gaps about the intersectional identities that shape Black women’s and girls’ experiences of GBV and IPV through culturally relevant and responsive youth-led workshops. To do so, the project will recruit, train, and mobilize Black youth, including boys and men, as facilitators of discussions about GBV and IPV. An external evaluator will measure and assess the impact of the promising practice. Future Black Female will facilitate community roundtable discussions; present at conferences and create resources and materials to share information on the promising practice with others so that they may replicate it or expand upon it.

From Response to Resilience: Scaling Deep to Implement the LIC 2023 Conference Recommendations

Through this 30-month project, Living in Community Society will scale its community development model, strengthening the gender-based violence (GBV) sector by addressing how sex workers across British Columbia experience GBV. It will scale deep to impact the root causes of violence, scale up to impact laws and policy, and scale out to reach greater numbers of sex workers and sex-worker serving organizations, prioritizing BIPOC, disabled, im/migrant, and rural and remote women and non-binary sex workers. It will address the gender-based violence that sex workers experience and their needs for safe supports and an end to stigma. To do so, the project will create and strengthen a provincial convening model of key stakeholders, impact provincial laws and policy to address the roots of violence, and track and measure the project’s impacts. Living in Community Society will publish reports and updates via its website and social media regularly to share the promising practice with others so they may replicate it or expand upon it and share information with Women and Gender Equality Canada GBV Knowledge Centre.

DEAP: A model of coordinated support for survivors of economic abuse

Through this 30-month project, Woman Abuse Council of Toronto will develop and put in place a model of coordinated support for survivors of economic abuse to strengthen the GBV sector, based on the Domestic and Economic Abuse Project (DEAP) model, already successfully piloted in the UK. It will address a gap in the capacity and financial services of one urban and one rural community to help them prevent and respond to economic abuse. To do so, the project will include establishing partnerships in these two community pilot sites, developing and adapting a model based on the DEAP model to address the needs of the diverse populations in Ontario, and implementing the program in these pilot sites. An external evaluator will measure and assess the impact of the promising practice. Woman Abuse Council of Toronto will document the knowledge gained through the project and organize webinars and other outreach events with relevant communities, and advocate for system and policy change to share information on the promising practice with others so that they may replicate it or expand upon it.

Closing the Justice Gap: On Line Third Party Reporting for Sexual Assault Survivors in Alberta

Through this 30-month project, the Association of Alberta Sexual Assault Services (AASAS) will develop and put in place an online third-party system for reporting sexual assault and abuse in Alberta to strengthen the GBV sector. It will address gaps in access to justice for sexual assault survivors, particularly those who are most vulnerable, reluctant to report to the police, and face significant barriers when seeking justice. Additionally, prevalence data will be collected to identify patterns and trends and inform future practice. To do so, the project will engage key provincial stakeholders, including survivors, police and court professionals, and representatives from sexual assault centres and agencies serving marginalized and at-risk individuals. Together, they will collaboratively guide the development, testing, implementation, and promotion of the 24/7 online third party reporting program, which will be designed with a focus on preserving survivor agency, choice, and control. An external evaluator will measure and assess the impact of the promising practice. AASAS will create and host a series of webinars to share information on the promising practice with others so that they may replicate it or expand upon it.

Through this 31-month project, The Immigrant Education Society (TIES) will develop and put in place the Arts-Based Engagement Ethnography (ABEE) to strengthen the GBV sector. It will address the disproportionate rate of GBV among newcomer LGBTQIA2S+ youth, considering the perspectives of the youth themselves. TIES will engage local newcomer LGBTQIA2S+ youth in Calgary by identifying and connecting with several community-based organizations and groups.The project will investigate the relationships and communication between newcomer LGBTQIA2S+ youth and their families, peers, and friends, and develop an arts-based tool to support youth with intersecting identities in navigating toward stronger, more affirming relationships. The project will involve newcomer 2SLGBTQAI+ youth to visually display their experiences which will be presented at an exhibition at the end of the project. TIES will research, develop, and create tools to implement this promising practice safely in Calgary, AB. An external evaluator will measure and assess the impact of the promising practice. TIES will produce a final report document and publish two peer-reviewed scholarly articles that they will share with other organizations and WAGE’s GBV Learning Centre to disseminate their findings to be replicated or expanded upon in the future.

Sexual Consent and Gender Stereotypes Among Quebec Youth

Through this 28-month project, the Université du Québec à Montréal, via the Chaire de recherche sur les violences sexistes et sexuelles en milieu d’enseignement supérieur (research chair on gender-based and sexual violence in higher education), will conduct research that will help improve gender-based violence services for at-risk groups. The project will address issues surrounding attitudes and behaviours on sexual consent, conformity to gender stereotypes, and sexual victimization of young Quebecers. To achieve this goal, the project will include a literature review and scientific monitoring, data collection through an online survey and individual interviews, engaging key partners in analyzing the results and formulating recommendations, producing dissemination tools, and carrying out knowledge mobilization activities to inform others of the research findings. These activities will be carried out through sharing the total project costs, with 50% of the funding provided by Women and Gender Equality Canada and 50% provided by the Université du Québec à Montréal.
