In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Climatic project: Removal of wired Hydro-Québec network for an underground network (Rivière a la pêche - Parc National de la Mauricie)

This contribution makes possible to finance the removal of the monophase overhead wired network currently on site between the St-Jean-des-piles entrance and the Rivière à la Pêche sector, and replace it with threephase underground. This project is part of the desire to reduce the visual footprint in the La Mauricie National Park, reduce power outages related to the many climate changes encountered in recent years, and increase the availability of renewable energy in the region to support the development of public services and visitor experience offerings located in and around the park.

Agreement on funding police infrastructure in the community of Uashat-Maliotenam

The project mainly consists of building a new satellite police detachment in the community of Maliotenam, which is part of the Innu Takuaikan Uashat Mak Mani-Utenam First Nation located 15 kms away from Uashat. The project also includes the repair of the current police facility in Uashat.

Agreement on the Funding of Policing Infrastructure in the Community of Kitigan Zibi

The project consists of building a new police detachment in Kitigan Zibi as the existing detachment shows visible signs of disrepair and no longer meets current health and safety standards. It will be designed in accordance with the National Building Code and provincial policing standards and will be led by qualified professionals. The project assessment, made by regional PS officers and Quebec representatives, concluded that the cost of the project is reasonable in relation to the cost of similar facilities in Québec, the surface area, the remoteness of the location and the capacity of the community to implement this project.

Agreement on financing police infrastructure in the Uashat-Maliotenam community

Construction of a 670m2 satellite police station in Mani-Utenam, a community located 15 km from the main police station in Uashat which will allow, among other things, to hold interviews, have investigators on site and to be able to detain accused persons on a temporary basis if necessary. The project contributes to First Nation and Inuit communities having access to professional, dedicated and responsive policing services in safe and healthy facilities.

Supporting Inuit Self-Determination in Research and Data with the National Inuit Data Management Committee

The National Inuit Data Management Committee (NIDMC) brings together Inuit regional and organizational representatives to provide advice, recommendations, and regional perspectives regarding information and data management. The NIDMC will lead the implementation of the National Inuit Stratgy on Research (NISR) Priority Area 4 – Ensure Inuit access, ownership, and control over data and information. Each Inuit region will conduct data scans to ascertain the amount and type of data held, create a database architecture to compile data securely, and conduct an information technology security assessment.
