About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Inkanyezi: Transforming Women Leadership

This project seeks to use an intersectional approach that empowers women and young women leaders to advocate for the transformation of community systems that discriminate against women. The project also engages men, young men and traditional and religious leaders in raising awareness and challenging harmful societal and traditional norms that perpetuate unequal gender relations. It works with men champions and allies to promote positive masculinities.
Project activities include: (1) providing technical assistance to elected, traditional and religious women leaders in political systems, governance, conflict resolution, transformative gender norms and power structures; (2) training non-elected women and young women in leadership, women’s rights, gender-based violence and femicide (GBVF), local municipal planning, accountability processes and access to justice; (3) conducting dialogues with men policymakers, administrators and traditional duty bearers on the need for policies and laws to support women's leaders

Advancing equal societies through women’s political leadership

This project supports improved equality and the right to exercise leadership at the Association of Southeast Asian Nations (ASEAN) regional and national levels for politically active women in Thailand, Malaysia, and Indonesia. Project activities include: (1) conducting research on barriers to women’s political leadership and participation in ASEAN in collaboration with regional academic institutions; (2) conducting trainings and workshops with women political leaders, women’s commissions and civil society organisations to address key challenges to women’s political leadership and participation; (3) developing local policy advocacy strategies to advance necessary changes in the legal framework and implementation of existing regulations; (4) conducting Regional Action Labs on women’s political leadership and participation; (5) engaging with regional advocates to advance policy agenda at ASEAN level; and (6) convening a regional conference on barriers to women's political leadership and participation in ASEAN.
