In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

This 23-month project with Central Urban Metis Federation will develop and implement promising prevention and early-intervention practices that will increase knowledge and enhance empowerment supports for at-risk populations and survivors of human trafficking in the greater community of Saskatoon.

This will be achieved by working with identified partners to increase awareness, expand education and training on human trafficking; instill a sense of cultural pride for Indigenous girls and LGBTQ2 individuals by promoting pride in Indigenous identity, culture and encourage self-determination; gain community buy-in and engagement in the delivery of a series of training and workshops to provide awareness and education on human trafficking; and empower participants to become peer support, spokespersons and advocates.

At the end of the project, the organization will have developed and delivered educational units focus on social justice and self-empowerment; and engaged with law enforcement; schools, Indigenous-serving organizations, health care providers, frontline service providers, municipal government, housing services and the community to collaborate on raising awareness and education on human trafficking so that at-risk populations can receive support to make well informed decisions when facing choices that might lead to an undesired outcome and survivors would serve as advocates and mentors. The project will include an external evaluation that will look at the success and scalability of the promising practices.
