About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Generating 2SLGBTQI+ Inclusion in the Canadian Electricity Sector

Through this 27-month project, Pride at Work Canada will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved in partnership with Electricity Human Resources Canada (EHRC). The project aims to enhance inclusivity within the Canadian electricity sector, particularly for individuals identifying within the 2SLGBTQI+ community. Key activities include the creation of a Best Practices Guide, developed collaboratively with industry stakeholders, outlining inclusive policies and practices and development of a training and awareness program to engage the stakeholders. Additionally, the project will offer direct consultation support to EHRC members and partners to support the adoption and advancement of these best practices. An inclusive practice scorecard to monitor workplace adoption of best practices and recommendations among participating organizations will be implemented, and a project-end feedback survey will be shared to collect feedback on implementation and capture stories of challenges and successes. The project will create a more inclusive environment for 2SLGBTQI+ employees as well as having an impact on the representation of other equity-deserving groups within the field such as women who still constitute only 16% of the workforce. Given the crucial role of electricity in the Canadian economy, creating a more inclusive sector is imperative for its continued success and for Canada to achieve its carbon reduction.

Increasing Climate Resilience and Improving Farmers’ Livelihood in Ghana (ICREL)

The project aims to support the Government of Ghana in its short-term recovery efforts from the extended drought spell while building capacity for medium to long term resilience efforts against climate shocks. The project will support a widescale assessment of the extended dry spell and its impact on poor and vulnerable households in the Upper East region of Ghana. The project will build local capacity for planning, implementing, monitoring, and assessing the impacts of crisis response initiatives and integrating lessons learned to inform sustainability and future responses to similar crisis. Project support may include experimentation and would contribute to an evidence-based approach on findings related to the extended dry spell, drawing on the insights and experiences of beneficiaries, including farmers, pastoralists, decentralized government agencies, and private sector actors along the agriculture value chain. This project presents an opportunity to gather real-time information on the extended dry spell to rapidly respond to its consequential effects on the livelihoods and productivity of the farmers. The project will also support farmers with capacity building and agricultural inputs to enhance food security and livestock production while building resilience to the effects of climate change.
