In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Key capacity building activities under this project will include: the development and implementation of a financial sustainability plan, with a focus on a funding and fundraising diversification strategy; programmatic planning and systems updates to integrate and mainstream results-based management processes; strengthening Board governance; and the development of new partnerships, for strengthened organizational sustainability.

Response to COVID-19 Emergency Funding, Assaulted Women's Helpline

This 7-month project will address capacity needs to allow the Assaulted Women's Helpline meet increased call volume due to the COVID-19 pandemic. The helpline has seen a surge in calls, rising exponentially each week, since the start of the pandemic. Because of the volume of calls, the organization’s tracking system has shown an increase in the number of dropped and unanswered calls because the lines are busy. The funding will help the organization manage the increased call volume until March 31, 2021.

Response to Covid-19 Emergency Funding

This 19-month project will address capacity shortfalls and increased demand created by the COVID-19 pandemic. Specifically, this project will increase the number of employees and phone lines available to clients reaching out to the Assaulted Women’s Helpline. This will include additional lines for Deaf, deafen and hard of hearing communities and Non-English speakers. In addition to the increased capacity, AWHL will be able to increase the number of referrals to other services and the ability to train the staff to support abused women and children’s needs during the pandemic.
