In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project will address the urgent need for accessible addiction management and overdose prevention services. It includes the acquisition of 2 vehicles: one to transport individuals to treatment programs outside the community, and another to provide mobile education and harm reduction services, including the distribution of:
naloxone kits
educational resources

basic first aid
The project will also host an opioid awareness community conference and staff training on culturally sensitive addictions supports.

Olds Men’s Shed and Community Arts Hub: Activating the former Town of Olds Operations Shop

Our project will transform the former Town of Olds Operations Shop into a community-activated space that will serve as a Men's Shed and Community Arts Hub. The envelope of the building is sound so the proposed renovations will focus on the interior of the building to ensure it is safe, accessible, and functional as a community building while improving energy efficiency, lowering carbon emissions and enhancing climate resilience.
Men's Shed is part of an international movement that offers a casual, supportive space where men (many retired seniors) can connect, socialize, and work on meaningful projects. A Community Arts Hub would offer space for local artists to gather, create and share their talents through various projects and cultural events. The Hub would also be a place for community members to come together to engage in art creation, appreciate art, and participate in other cultural activities. Both initiatives aim to foster community connection, creativity, and mental well-being.
