About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 30-month project will support a feminist response to and recovery from the current impacts of COVID-19 through systemic change. To achieve this, the Réseau des femmes d’affaires du Québec plans to: develop and implement policies and practices that increase participation by and opportunities for underrepresented women entrepreneurs in the business world; and establish relationships between equality-seeking businesses and other stakeholders to collaborate on a sector-wide basis toward improving access by underrepresented women entrepreneurs to the supply chains of large corporations.

By the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, and by expanding networks and collaboration to accelerate systemic change in support of women’s equality.

The Réseau des Femmes d’affaires du Québec (RFAQ) will help underrepresented women entrepreneurs overcome structural inequalities exacerbated by the pandemic. The project will address the systemic dual bias confronting women entrepreneurs from minority groups and hampering their access to the supply chains of large corporations. The project will focus on four areas of action: identifying systemic biases, engaging 75 large companies to adopt inclusive procurement practices, supporting women entrepreneurs in developing skills they can use to win contracts with major corporations, and initiating networking meetings allowing them to interact with buyers and broaden their network of contacts.
