In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 29 month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Aboriginal Friendship Centres of Saskatchewan Inc. will achieve this by empowering Indigenous women through the establishment of an advisory committee from various sectors who will guide the project; utilizing the GBA plus approach to develop policy and workshops that promote positive economic growth for Indigenous women and 2SLGBTQ+ in Saskatchewan; sharing culturally relevant knowledge with current and potential partner network and promotion of the project will be enhanced by the Friendship centers across the province and the National Association of Friendship Centres.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; supporting positive distribution of authority, voices, and decision-making power; and addressing persistent harmful gender norms and attitudes to support women’s equality.
The project will build partnerships with other community organizations through policy development workshops to promote Indigenous woman into leadership positions to make systemic changes at the stakeholder level.

Virtual Resource Centre for Indigenous Women and Families

This 30-month project will support a feminist response and recovery to address the current impacts of COVID-19, through systemic change. Whitehorse Aboriginal Women’s Circle will achieve this by developing a virtual resource centre (VRC) that will incorporate wisdom from Elders, youth and knowledge holders; increasing collaboration and relationship building between health, social, justice, educational and economic services organizations; and enhancing Indigenous women’s leadership, influence and decision-making through peer support and mentorship programs.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, by supporting positive distribution of authority, voices, and decision-making power and addressing persistent harmful gender norms and attitudes to support women’s equality.
This project will result in an Indigenous women and family-centered VRC that will make local Indigenous knowledge and key teachings accessible to intersectional community partners agencies and integrate regular programs such as art and cultural circles, peer support and mentorship to increase access for women. Partnerships with the Alberta based Indigenous Primary Health Care and Policy Research network will be vital to the success of the project.

The Central Okanagan Emergency Shelter Society will achieve this by expanding an early intervention youth learning program to prevent the impacts of gender-based and family violence and break the cycle of violence.

Improving Sexual Assault Responses in BC’s COVID-19 Recovery: Strengthening Gender-Based Violence and Health Sector Partnerships

Ending Violence Association of British Columbia (EVA BC) will achieve this by building and evaluating a provincial network of gender-based violence and health sector partners providing services to sexual assault survivors, identifying strengths, gaps, and opportunities in sexual assault services, resources, and training, developing principles and guidelines to inform and support policy development in the health sector, developing a patient/survivor navigator framework and creating an online provincial training and resource hub to support health and community based sexual assault service providers.

The Minerva Foundation for BC Women will achieve this by convening a youth advisory group, engaging partner organizations and by designing, developing, and delivering reciprocal learning sessions where participants will collaborate to address gendered attitudes that persist in the workplace and encourage women to seek and succeed in leadership.

Building Leadership among Women and Girls with Disabilities: Canadian Feminist Disability Coalition

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19 through systemic change. The Live Work Well Research Centre at University of Guelph will achieve this by building a pan-Canadian feminist disability coalition: to support diverse women and girls with disabilities to become powerful advocates for women’s rights; and by bringing together diverse civil society organizations and advocates across Canada to foster broad leadership, participation and advocacy. The main project activities will be: establishing a Canadian Feminist Disability Coalition (CFDC), an advisory group, and regional hubs in British Columbia, Ontario, Québec, and Nova Scotia; leading regional and national gatherings; facilitating the participation of women and girls with disabilities at the Global Women with Disabilities Forum (GWDF) meeting in Ontario in Spring 2023; and developing a sustainable model for the CFDC to support its ongoing change work. At the end of the project, the Live Work Well Research Centre at the University of Guelph will have contributed to addressing systemic barriers by increasing networks and collaboration to accelerate systemic change, and supporting positive distribution of authority, influence, and decision-making power to support diverse women’s and girls’ equality.
The project will leverage and contribute to on-going work of the Engendering Disability-Inclusive Development (EDID) partnership, which works to ensure disability rights and justice in the lives of diverse girls and women with disabilities in four countries (Haiti, South Africa, Vietnam, and Canada) and transnationally. The two projects will complement each other. EDID is primarily a research partnership project, while the CFDC will build systemic change. The Live Work Well Research Centre at University of Guelph, with their main project partner the DisAbled Women’s Network of Canada (DAWN Canada), will work to build the leadership capacity of diverse women and girls with disabilities in Canada through the promotion of inclusive practices among women’s organizations and other relevant civil society organizations (CSOs), and by providing opportunities and support to women and girls with disabilities to strengthen their leadership and advocacy skills through participation in regional, national, and international policy forums (e.g., United Nations Convention on the Rights of Persons with Disabilities; Global Women with Disabilities Forum meeting).

The Vancouver Aboriginal Community Policing Centre Society (VACPC) will achieve this by facilitating an alliance of Indigenous, immigrant and refugee women who experience similar barriers and marginalization and incorporating insights from their respective lived experiences for the expansion of online trauma-informed decolonization training modules.

West Coast LEAF will achieve this by researching, monitoring, and assessing the relevant governing laws, policies and actions of the Province of British Columbia, compiling and sharing the findings, building a tool for ongoing monitoring, assessment and community engagement, and by mobilizing the community and stakeholders to carry out the resulting calls to action.
